Description
The Assistant Director of Information Systems & Technology Assists the Director in the implementation of strategies and initiatives for providing reliable, integrated, and secure information systems that support effective, efficient municipal services to constituents and delivery of IT services to departments. Works collaboratively with the Director and IT staff to install, maintain and support computer systems and communication networks, ensuring systems and networks provide maximum performance and availability to users and customers. Responsible for department operations and supervision of staff in the absence of the Director.

- Diagnoses host system problems and develops and coordinates resolutions.
- Manages planning, analysis, design, selection, installation and implementation of new technologies.
- Evaluates new technologies.
- Tests and evaluates new hardware and / or software.
- Makes recommendations for hardware and / or software purchases.
- Determines interface and utility requirements and creates design specifications.
- Acts as liaison to hardware and / or software vendors, system developers, programmers and management.
- Develops and implements network and system security guidelines.
- Makes recommendations for migration and upgrade directions.
- Trains operators, systems developers and users on new procedures.
- Conducts system performance analysis, tuning or storage management.
- Conducts technical training programs for IT staff.
- Acts as project coordinator overseeing other technical staff and support personnel.
- Plans, coordinates and directs multiple projects of assigned staff.
- Reviews work of assigned personnel.
- Calculates project time and cost estimates.
- Prepares necessary procedural specifications to meet design requirements.
- Arranges necessary hardware and software availability.
- Oversees hardware and software vendors.
- Manages project budgets and schedules.
- Reviews work of assigned Information Technology Analysts and serves as consultant and / or troubleshooter.
- Reviews documentation work of assigned staff.
- Communicates with business owners and management;

- Participates in Request for Proposal (RFP) process.
- Implements disaster recovery plans, assists in determining critical applications and personnel, or ensures offsite backups.

Provides advanced level database support and troubleshooting.Designs, installs, tunes and maintains integrity of major host-based database.Leads integration efforts, transitioning applications to new technology.Performs related duties as required.Network Support
Designs and implements complex communications networks.Diagnoses and resolves problems using network management systems and utilities.Performs related duties as required.IT Security
Develops, tests and maintains disaster recovery plans designed to restore IT system operability.Develops processes and procedures in support of IT Business Continuity Planning.Conducts platform recoverability assessments and Business Impact Analysis (BIA) to determine and assess the impacts associated with disruptions to business functions.conducts risk analysis of IT environments by assessing administrative, technical and physical safeguards.Performs IT investigations to include maintaining chain of custody procedures.Performs forensics and documents detailed reports of findings.Performs related duties as required.Works in close collaboration with the Director of Information Systems & Technology in providing leadership, direction, and guidance to staff and managing operational activities to achieve the division's long and short-range goals and objectives.Directs the provision of hardware and software support and services, including Help Desk, Media and Audio-Visual, Server and Network Administration, and Communication services.Assists the Director of Information Systems & Technology in formulating and implementing policies, procedures, and standards. Implements and manages customer support and technical services support models that address and bring resolution to the technical needs of the Town.Directs supervisors and IST staff working on projects to assess and improve technology operations and resolve client issues. Leads teams in the design and implementation of customer support and technical support models that address and meet the technical needs of the Town. Makes recommendations for technical improvements to Town business processes.Analyzes, develops, and recommends plans and solutions to operational, management, business process, or town wide telecommunications and Data Center operations services including hardware and software activities and associated problems.Administers personnel actions and enforces personnel policies and procedures. Participates in resolving employee / labor relations issues.Ensures employees understand their job duties and how performance will be measured. Assists in evaluating employee performance and provides feedback.Identifies and facilitates training and professional development opportunities for staff and Town employees to support skill development.Identifies opportunities to develop systems that will enhance operational efficiencies; evaluates and recommends new tools and methodologies that will expedite or enhance the operational / development process.Assists in preparing, monitoring, and administering annual budget for the division, including staffing, equipment and supplies.Oversees the inventory and reconciliation of all newly procured technology materials and ensures accurate product tracking and delivery to appropriate requesting department. Maintains detailed and up-to-date records of all technology purchases.Works collaboratively to coordinate system availability, performance management, and capacity planning issues; assures timely, accurate and prompt turnaround of work orders / requests.Monitors workload statistics in support of achieving service level agreement goals; and reviews plans for new construction, remodeling or requests for telecommunications and data communications services requirements.Acts on behalf of the Director of Information Systems & Technology in his / her absence as directed.Directs and coordinates special projects and programs as assigned by the Director of Information Systems & Technology.Assists users in their acquisition of hardware and applications and related components; advises users regarding data security and integration, integrity requirements and opportunities.Maintains communication with associated technology vendors to ensure appropriate management of vendor support for installed products and emerging directions with vendor products; supports the performance and effectiveness of the town's distributed information system by monitoring system availability, including system performance, up-time, pro-active management and maintenance to stay ahead of related issues.Supports and provides direct IT services by : troubleshooting of all aspects of hardware and software computer services; network administration; email administration; insuring connectivity of equipment; implementing and integrating department specific software; maintenance of backups and procedures; installation and maintenance of data security systems, etc.Assists all municipal users with transfer of data as needed to meet the municipal functions.Processes Freedom of Information and legal requests involving the extraction of electronic data.Provides technical backup and advice to Library, Emergency Services, and Town staff and other Town departments. Monitors their systems and procedures to ensure they meet Town policies and resolves connectivity, security, and performance issues.Other Functions :

Bachelor's degree in computer science, MIS, or some closely related field and five years of recent technology support work experience; Associate degree and seven years of progressively responsible, recent technology support work experience or high school diploma or GED and ten years of progressively responsible, recent technology support work experience. Three years of supervisory experience. Must have and maintain a valid driver's license. Must have experience in Microsoft server and desktop operating systems and applications. Experience in virtualization technology, including VMWare, HyperV, and Hyper-converged Infrastructure and experience with network administration, including installing, configuring, monitoring, and troubleshooting computer networks and systems. Must be able to obtain clearance to work in a Public Safety environment.
