General Statement of Duties
Performs responsible telecommunications and administrative support functions in the Police Department.
Distinguishing Features of the Class
An employee in this class is responsible for technical communications work in support of the Police Department operations. Work involves receiving both emergency and non-emergency law enforcement calls, prioritizing calls/alarms, coordinating response guidelines, obtaining & relaying information, and maintaining communication logs as needed. Employees are responsible for operating telecommunications and computer equipment, including a multi-line phone system, multi-screen police console, two-way radios, and Division of Criminal Information Terminal. Work requires knowledge of FCC rules and regulations as well as an understanding of police operations. Requires the ability to multi-task and remain calm during an emergency situation. Employees must always maintain confidentiality and discretion. Must be able to work individually and/or with others and can adapt to change. Responsible for the processing, collection, and storage of law enforcement records, reports, and information, and assisting the public with police information and services. The employee will provide administrative support for the Police Chief, Telecommunicator Supervisor and the department and reviews and enters a wide variety of records and data into computerized databases. Work requires knowledge of federal and state guidelines or internal departmental procedures for the processing and storage of criminal records and evidence. Work also requires knowledge of computer hardware, software and peripherals and the ability to maintain information technology. Work is performed under regular supervision of the Telecommunicator Supervisor and is reviewed through observation, conferences, reports, and review of work performed in the assigned function. Requires days, weekends, holidays, and/or overtime work.
Duties and Responsibilities
Essential Duties and Tasks
· Receives and answers both emergency and non-emergency law enforcement calls.
· Dispatches appropriate manpower to calls for service.
· Listens for and communicates effectively with Police Officers.
· Operates Division of Criminal Information Terminal as needed to receive information and disseminate it to Law Enforcement Officers when requested.
· Provides general administrative support to the Police Chief, Telecommunicator Supervisor, and the department; prepares a variety of documents, correspondence, and records; creates and maintains data bases; researches and retrieves information for compiling various reports.
· Assists the public with a variety of information; provides reception to visitors and callers; takes messages; assists local news media with information about police programs, departmental policy, etc.; serves as information source for law enforcement records for insurance companies, attorneys, new media, and the general public.
· Receives, sorts, and enters a variety of records and reports into the law enforcement computer system including incident reports, supplemental reports, accident reports,
warrants, property sheets, officer reports, evidence, and other reports; files and retrieves these records and reports.
· Research records as necessary and required; handles information confidentially and in accordance with laws and operating procedures.
Additional Job Duties
· Assists other office staff and law enforcement officers, as needed.
· May serve as Evidence Tech or Custodian.
· Performs related duties as required or assigned by the Telecommunicator Supervisor or Police Chief.
Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities
· Considerable knowledge of the laws, regulations and procedures for custody, storage, tracking and handling of law enforcement records.
· Knowledge of the application of information technology including hardware, software and peripherals to law enforcement records and general office work.
· Working knowledge of the geography of the Town.
· Ability to input data into computers based on federal and state guidelines or internal procedures.
· Ability to make sound decisions under the stress of emergency situations when dispatching police calls.
· Ability to plan and organize work, files, and records for easy retrieval.
· Ability to communicate effectively in oral and written forms.
· Ability to establish and maintain effective working relationships with law enforcement officers and staff, other law enforcement agencies, and the general public.
· Ability to handle multiple priorities.
· Ability to meet deadlines and work standards which may be performed under stress.
· Ability to handle confidential information and records appropriately.
· Ability to type and perform data entry with appropriate speed and accuracy and to proof own work.
Physical Requirements
· Must be able to physically perform reaching, lifting, fingering, grasping, talking, hearing, and repetitive motions.
· Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
· Must possess the visual acuity to prepare data and statistics, operate a computer terminal, do extensive reading, and perform visual inspection of work performed.
Desirable Education and Experience
Graduation from high school and experience in administrative support work with a preference for law enforcement telecommunications work; or an equivalent combination of education and experience.
Special Requirements
· Ability to obtain DCI within three months of employment.
· Must pass an extensive background check before employment.
· Ability to obtain North Carolina Sheriff Standards Telecommunicator certification within one year of employment.
· Maintain all required certifications
