The Town of Boone Finance Department is seeking qualified applicants for the position of Accounting Supervisor.
Performs difficult professional and administrative work, planning, organizing and directing the financial activities of the Town, manages debt set off program, manages escheat program, central store administrator; does related work as required. Work is performed under the general supervision of the Finance Director. Supervision is exercised over subordinate department personnel.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Ensures accuracy of accounting functions and compliance with local, state and federal policies, procedures and/or guidelines;
Prepares and approves journal entries. Prepares and approves adjusting journal entries;
Prepares monthly bank reconciliation and analyzes monthly utility revenues and consumption;
Assists external auditors with the annual audit of Town financial systems and programs and prepares audit schedules; researches and provides information and other documentation for audit upon request;
Assists auditors in preparation of the Comprehensive Annual Financial Report;
Researches and resolves questions and/or problems with budget line items;
Performs general ledger month-end close;
Prepares and/or supervises the preparation of month-end entries and month-end reports in a timely manner;
Supervises the accounts payable, accounts receivable, purchasing, fixed asset, and payroll functions and assigned staff;
Maintains computerized fixed asset inventory system;
Records the acquisition, disposal and transfer of fixed assets and other specific classes of assets;
Verifies the serial numbers of purchased assets; assigns and affixes asset tabs to new assets;
Coordinates surplus property auctions;
Assists with the preparation and development of the Town budget process, advises other departments on budget preparation, reviews submitted budget requests for completeness, inputs and submits budget requests to Finance Director. Assists with preparation of recommended budget and approved budget documents and graphics; prepares and maintains financial information required in annual, semi-annual reports by the LGC, the State Treasurer’s Office and the SEC (Cash and investments, tax base, secondary disclosure, etc.);
Assists with the preparation of the annual budget;
Responsible for all functions of the Finance Department in the absence of the Finance Director;
Serves as back-up for bi-weekly payroll preparation; prepares 1099’s for calendar year ended.
Monitors contracts and lease agreements;
Responsible for cash disbursements, accounting and audit for Tourism Development Authority and reports to their Board;
Undertakes a variety of special projects as assigned;
Manages debt set off program;
Manages escheat program;
Central store administrator;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of the principles, methods and practices of government accounting and budgeting; thorough knowledge of the laws, ordinances, and regulations concerning Town financial matters; general knowledge of modern office methods, practices and equipment; ability to prepare and maintain complex financial and utility reports; ability to analyze and evaluate complex financial and utility systems; ability to establish and maintain effective working relationships with local officials and associates; ability to express technical ideas effectively, both orally and in writing; ability to plan and supervise work of subordinates.
EDUCATION AND EXPERIENCE:
Bachelor’s degree in accounting or related field supplemented with two (2) years of accounting experience (preferably local government) that includes supervising and performing accounts payable, accounts receivable and budgeting functions; or an equivalent combination of education, training, and experience.
SPECIAL REQUIREMENTS:
Notary Public
Possession of an appropriate driver's license valid in the State of North Carolina.
Must be able to be bonded.
