Summary
The purpose of this position is to perform technical work in the inspection and management of Town capital construction projects and private development projects; to interpret and enforce applicable code requirements.
This position is safety sensitive and subject to random drug and alcohol testing. This position is also driving essential and must conform to the Town's Safe Driving and Accident Policy and procedures.
Essential Functions
Performs inspections by coordinating construction with other Town departments as well as other governmental agencies; ensuring that plans have been approved and permits are in place; maintains inspection records; verifying materials used to meet Town standards; issues and inspects driveway permits.
Manages projects in the field by holding pre-construction conferences; providing adequate project supervision; interprets drawings; assists resolving issues; maintaining inspection records; approves contract payments.
Responds to requests from the public by assisting them in acquiring permits and approvals; assisting Town staff with requests for information; assists public utilities with information on right of way; assists contractors RFI on permit and approval questions.
Maintains archival and data retention records by ensuring that all drawings are approved and submitted; maintains a database of commercial and residential building complexes for use by emergency departments.

The work is typically performed in a variety of work environments and requires the ability to traverse adverse terrain, work in heat, cold, and other weather conditions typically encountered in an outdoor environment. The employee uses equipment requiring a high degree of dexterity.
Minimum Qualifications
Knowledge of :
- Applicable federal and state laws, town ordinances, and department policies and procedures
Building and construction practices for a variety of public works projects
Civil engineering practices, including hydrology
The geography and street / road systems of the town
Local building codes
Ability to :
Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and / or legal documents
Apply fundamental concepts of theories
Work with advanced mathematical operations methods and functions of real and complex variables.
Write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all-parts of speech

Education
Associate degree in civil engineering or construction management or in related field or an equivalent combination of education and experience that provides the required knowledge, skills and abilities to perform the duties.

Possession of a valid driver's license issued by the State of North Carolina.

Retirement Health Savings Plan
Employees hired after June 30, 2010, in a regular full-time or regular part- time position are required to participate in the Retirement Health Savings Plan. Contributions are taken on a pre-tax basis. The current contribution amount is 1%.

Dental insurance is optional and is paid for by the employee. Coverage for eligible dependents is also available.
Paid Time Off
Sick Leave : Employees in full or part time regular positions earn 12 days per year.
Paid Parental Leave : Eligible employees receive 6 weeks of Paid Parental Leave after birth or placement of a child in the home for adoption or foster care. This leave does not come from Employee's leave bank.
Paid Holidays : There are 12 official Town holidays. Employees in full or part time regular positions are eligible for paid holiday time.
Personal Leave : All employees in full or part time regular positions are granted 3 days of personal leave per year. This leave is non-cumulative
Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans
457 Deferred Compensation Plan-Town of Chapel Hill employees have the option of making contributions to a 457. The Town does not make contributions to this plan. The plan is administered by ICMA.
Disability Insurance
Voluntary Short Term Disability : Employees have the option of purchasing supplemental disability insurance. This plan will pay employees a maximum of 25% of their base weekly earnings up to $400.
Life Insurance
The Town provides full and part time regular employees with an individual term life insurance policy. Employees have the option of purchasing additional life insurance for a small fee. Dependent life insurance is also available.
Direct Deposit
All employees hired after July 1, 2007 are required to have direct deposit.
