This position is responsible for managing and performing a variety of surveying and civil engineering design services for the Engineering Department and acquiring property for Town improvement and construction projects.
Qualifications
- 3 years of progressive experience in surveying
- Prefer at least one-year of supervisory experience
- North Carolina license required or proof of enrollment in surveying degree program
- Experience in survey preparation including site development surveys of existing and proposed properties.

FLSA - EXEMPT
- Manages and provides advanced specialized and technical activities related to surveying and assigned projects.
- Provides customer support and responds to inquiries, complaints, and information requests; performs research or investigations; and verifies and provides procedure/process information.
- Responsible for maintaining documentation, performance reports, project files and assigned databases.
- Prepares surveys of existing or proposed Town properties for title transfers and/or capital improvement projects; prepares final plats, legal descriptions, and/or deed documents.
- Prepares site development surveys for other departments, indicating easements, parks, sidewalks, and street improvements; assists departments with developing and designing plans.
- Assists in coordinating site design by gathering field data, including topography, property and right-of-way lines, road alignments, vegetation, bodies of water, utility locations, and existing structures; enters data into software program; analyzes data and determines proposed site designs.
- Conducts pre-construction surveys, including placement of field stakes for control points and grade stakes for contractors.
- Conducts on-site inspections of capital improvement projects to ensure compliance with contract requirements, construction plans, and local ordinances, standards, and specifications.
- Prepares and manages contracts and approves payments for assigned projects.
- Consults with contractors, developers, property owners, and other Town departments to ensure Town's infrastructure is built properly and complies with specific grade requirements.
- Assists with reviewing plats and plans submitted by developers.
- Prepares requests for proposals for surveying and/or construction projects when outside consultants are necessary; recommends contractor selection.
- Supervises and evaluates assigned personnel.
- Assists with inspection of construction projects to ensure that engineering plans and principles are followed.
- Performs other duties as assigned.
Supervision Exercised
The position requires managing and monitoring work performance by direct subordinate.
Physical Demands
The work is typically performed while sitting, standing, walking, crawling, bending, crouching, or stooping. The employee occasionally lifts light objects, climbs ladders, uses tools and equipment requiring a high degree of dexterity and must be able to distinguish between shades of color and/or move objects up to 50 pounds.
Work Environment
This work is performed outdoors and in an office environment. Field works includes navigating through heavy vegetation and steep terrain, crossing creeks, working in wetlands, and the environment normally associated with surveying.
An equivalent combination of education and experience that would provide the required knowledge, skills, and abilities to perform the duties of the job.

EDUCATION
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
EXPERIENCE
Three years of progressive experience in surveying and one year within Civil Engineering. Prefer at least one-year of supervisory experience.
CERTIFICATION
Possession of State of North Carolina certification as a Professional Land Surveyor, or ability to demonstrate the Board has been petitioned for licensing.
