CHIEF OF POLICE

JOB SUMMARY
The Town of Christiansburg seeks an accomplished Chief of Police with strong leadership and communication skills to provide strategic direction and management oversight to a high performing police department. The department consists of 61 sworn officers, 6 civilian staff and 1 part-time staff. Candidates should be familiar with progressive policing principles and have a demonstrated record of success in developing effective relationships at all levels of the organization and within the community. Although appointed by Town Council, this position will report directly to the Town Manager.
ESSENTIAL FUNCTIONS
~ Plan, coordinate, supervise, and evaluate department operations
~ Oversees the hiring of new officers and manages the attrition of retiring and exiting personnel while maintaining a workforce that is reflective of the Town"s diversity
~ Ensures departmental compliance and proper enforcement of all applicable codes, laws, rules, regulations, standards, policies, and procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations of violations
~ Consults with Town administration, Mayor, Town Council members, and other officials as needed to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; reports all major incidents to Town administration and Mayor; makes presentations to Mayor and Town Council
~ Develops long and short-term goals, plans, and objectives for the department
~ Develops, implements, and updates department policies, standard operating procedures, and training programs and policies
~ Develops and implements departmental budget; monitors expenditures to ensure compliance with approved budget; seeks and applies for grants
~ Oversees, directs, assigns, or conducts criminal investigations; provides consultation and professional or technical expertise on major investigations; participates in court activities; testifies in judicial proceedings as needed
~ Responds to all major/critical incidents
~ Creates/maintains positive public relations with the general public and represents the Town at various functions; attends Town Council meetings and various other meetings; attends Town ceremonies, dedications, and other events; makes speeches or presentations to schools, civic groups, and community organizations; provides education and information to the public on laws, law enforcement, crime prevention, drug abuse, and related issues
~ Responds to complaints and questions related to law enforcement issues and activities; mediates disputes; provides information, research problems, and initiates problem resolution
~ Creates/maintains a high level of coordination, on-going or as needed, with other area, state, and federal law enforcement agencies
~ Performs other department administrative functions; drafts official correspondence; generates required reports
~ Performs other duties as required
JOB REQUIREMENTS
EDUCATION & EXPERIENCE
~ Bachelor"s degree in criminal justice, public administration, law enforcement, police science, or related field, or an equivalent combination of education and experience
~ Extensive experience implementing successful policing strategies and a reputation for being a visionary leader
~ Significant experience in law enforcement with prior experience in a command position
~ Preference for attendees of the Federal Bureau of Investigations (FBI) National Academy or Senior Management Institute for Police (SMIP)
LICENSES AND CERTIFICATIONS
~ Valid Law Enforcement certification from the Department of Criminal Justice Services
~ Valid Virginia driver"s license with the ability to meet and maintain Town insurability requirements
KNOWLEDGE, SKILLS, AND ABILITIES
~ Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment
~ Comprehensive knowledge of applicable federal, state, and local laws and ordinances with the ability to understand and apply Town Code, policies, and procedures
~ Working knowledge of computers and computer software programs used to direct the collection of data for mandated local, state, and federal reports
~ Extensive knowledge in a wide range of law enforcement activities, such as patrol, investigations, drug enforcement, and community policing
~ Possess the skills needed to effectively advise, coach and mentor staff on leadership, training, safety, and disciplinary matters
~ Ability to communicate ideas effectively both orally and in writing, with people on all levels
~ Ability to establish and maintain effective working relationships with Town officials, department heads, associates, and the general public.
~ Ability to work in highly stressful situations and respond to others and the public in a professional, calm, and reasonable manner
~ Demonstrated ability to successfully lead people by providing positive and motivational leadership to department personnel
~ Ability to execute the business of the department with integrity, respect, accountability, enthusiasm, and professionalism
~ Ability to exercise good judgment in evaluating situations and making decisions
