The Town of Clayton is seeking applicants for an Assistant Engineering Director for the Engineering Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Performs technical professional engineering work, project management, and development review work associated with Town capital projects and private development projects.

  • Extensive knowledge of principles, practices, and methods of engineering as applied to the planning, analysis, design, and construction of assigned projects. 
  • Supervises and manages engineers and technical staff in the land development division and serves as a second level unit supervisor over other professional staff. 
  • Manages land development division operations to ensure compliance with department goals, and applicable regulations, policies, and procedures; develops, implements, evaluates, and communicates policies, procedures, programs, and initiatives; allocates resources; develops contracts, project schedules, and budgets; issues request for qualifications and selecting contractors; manages project staffing; manages consultants, manages construction vendors, serves as the primary technical advisor, troubleshooting complex issues; assessing Town and department needs, and prioritizing and evaluating departmental projects. 
  • Manages internal staff in the land development division and coordinates with Town departments and external agencies; attends public meetings such as the Planning Board and Town Council. Manages the development of design and technical specifications, construction and development plan reviews and inspections; approves infrastructure acceptance and project closeouts; reviews and approves plans, specifications, drawings, and other technical documents; ensures accuracy of work product and compliance with Town and departmental requirements, standards, and applicable regulations, policies, and procedures. 
  • Assists with the preparation and/or review of complex technical reports, plans, contracts, bid documents, ordinances, and other documentation and correspondence; reviews, analyzes and evaluates information; and develops, approves and implements recommendations. 
  • Assists in the preparation of department and project budgets; monitors expenditure, forecasts department needs, prepares cost estimates, researches funding sources, and provides final approval for payment requests and purchase orders. 
  • Assists and supports technical and professional engineering staff involved in the design and implementation of Town projects and environmental programs. 
  • Coordinates and participates in plan review of subdivisions, commercial developments, and other proposed construction for adherence to Town engineering standards and codes; participates in the technical review process for projects involving infrastructure to ensure that designs meet long term quality, functionality and regulatory requirements. 
  • Coordinates and assists with review of traffic impact analysis associated with private development projects. 
  • Develops and implements policies, standards, and procedures for private development project reviews performed in the department. Oversees and manages encroachment agreements. 
  • Provides support to the state-delegated programs and permits for programs such as stormwater NPDES Phase 2, Neuse Nutrient Strategy and soil and erosion control; assists program implementation for standards, inspections, operation and maintenance, enforcement and appeals. 
  • Performs administrative functions such as reviewing and writing engineering reports, approving expenditures to forward to the Director of Engineering. 
  • Performs other duties as required. 
  • Extensive knowledge of principles, practices, and methods of engineering as applied to the planning, analysis, design, and construction of assigned projects. 
  • Thorough knowledge of related laws, ordinances, codes and regulations affecting utility, public works, and building construction by the Town or by contractors. 
  • Considerable knowledge of effective supervisory practices related to communication, motivation, performance coaching and evaluation. 
  • Considerable knowledge of municipal/state personnel, budgeting and purchasing policies and practices. 
  • Working knowledge of legal processes involved in encroachments, land acquisitions, and other public works issues. 
  • General knowledge of principles and applications of GIS and CAD technologies. 
  • Skill in collaborative conflict resolution. 
  • Extensive knowledge in Municipal department and project budgeting. 
  • Ability to read and interpret laws, codes, ordinances, plans, and specifications and to compare and interpret them with various aspects of construction in progress. 
  • Ability to analyze engineering problems and interpret and explain complex engineering criteria to lay persons. 
  • Ability to communicate complex and technical information clearly in oral and written form. 
  • Ability to establish effective working relationships with public officials, engineers, contractors, developers, construction workers, the general public, and other employees. 
  • Ability to provide clear, concise, and professionally sound consultation to the department, Town Council, Deputy Town Manager, Town Manager, and/or other interested parties on infrastructure engineering issues. 
  • Ability to prepare and conduct effective public presentations; and to read and prepare complex records and reports.
EDUCATION AND EXPERIENCE

  • Bachelor's Degree in Civil Engineering or related major field required. 
  • North Carolina Professional Engineer Licensure required. 
  • Master's Degree in Civil Engineering or related major field preferred. 
  • Minimum 6 years municipal engineering experience. 
  • Minimum 3 years supervisory experience. 
  • Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor's degree in Civil Engineering, Construction Management or closely related field, and considerable experience in the review, design and / or construction of public infrastructure.
