The Town of Clayton is seeking applicants for a Land Development Manager for the Engineering Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

An employee in this class performs complex, technical, engineering and supervisory work in the oversight of plan review and inspections of private development on behalf of the engineering department. The main function of the class is the review of development plans and performing inspections; however, other important aspects of the job include the direct supervision of engineering technicians and development plan reviewer who are engaged in plan review, construction inspection, acceptance of infrastructure, surveying practices and other engineering-related duties. Work in this class is performed independently under the general supervision of the Director of Engineering. Supervision is exercised over subordinate staff.
- Supervises engineering technicians and development plan reviewer, and provides technical guidance on plan review, field inspections, survey issues and other engineering matters; conducts performance evaluations for division staff.
- Oversees site, subdivision, and construction plans and permits for compliance with the UDO, MSSD and other regulations and guidelines pertaining to water, sewer, lot/site grading, streets, bicycle facilities, sidewalks and transit facilities.
- Prepares, reviews and issues conditional and final letters of approval for construction plan approval.
- Prepares/reviews engineer’s estimates based on approved construction drawings. Develops/reviews performance bond estimates.
- Provides technical information, code interpretations and answers complex questions from architects, engineers, developers, contractors and the general public relating to projects.
- Provides professional guidance to potential developers and owners at pre-submittal meetings to ensure compliance with applicable rules and regulations.
- Reviews rezoning cases for compliance with the UDO, MSSD, and other guidelines.
- Occasionally attends Town Council, Planning Board, and other public meetings to present engineering plans, progress /status updates, or answers questions as needed.
- Oversees field inspections on construction projects and documents findings; supports all duties performed by the engineering technicians related to construction inspections.
- Collaborates with the transportation staff and consultants on traffic and transportation issues as needed.
- Administers encroachment agreements for placement of private infrastructure or facilities within Town rights-of-way.
- Coordinates with others on constructability issues in the field, field adjustments and compliance with approved development plans.
- Serves as liaison with other Town departments and outside agencies in various aspects of private development plans and rights-of-way encroachment permits.
- Responds to a variety of citizen complaints and questions.
- Performs administrative functions such as reviewing and writing engineering reports, approving expenditures to forward to the Director of Engineering
- Performs other job-related tasks as required.
- Thorough knowledge of the principles and practices of civil engineering as related to the preparation of civil plans and specifications
- Thorough knowledge of modern methods and techniques as applied to the design of infrastructure projects
- Comprehensive knowledge of applicable laws, regulations and standards related to the design and construction of structures
- Comprehensive knowledge of engineering cost estimating
- Ability to prepare and administer construction and development agreements
- Ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems and planning
- Ability to manage multiple complex, time-sensitive projects, and meet deadlines
- Ability to establish and maintain effective working relationships with Town officials, employees, contractors and the general public
- Ability to communicate and negotiate complete ideas professionally and effectively, orally and in writing
- Ability to perform complex cost calculations
- Bachelor's Degree in Civil Engineering, Construction Management or closely related field, and considerable experience in the review, design and/or construction of public infrastructure.
- Licensure as Professional Engineer in North Carolina (or the ability to obtain within 6 months).
- Some supervisory experience is preferred.
