The Town of Clayton is seeking applicants for a Safety Technician for the Human Resources Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. This is an entry-level professional position with technical work in facilitating the safety and health of the Town. This position will assist the Safety Officer in managing the overall safety program for the Town. This class is distinguished from the Safety & Risk Officer class in that the Safety and Risk Officer class performs advanced-level safety duties, and other assignments requiring well developed professional knowledge and judgment.
- Assist with conducting activities inherent to the safety function, such as incident investigations, safety audits, trend analysis, training, job safety analyses, and job safety observations that are intended to embed a safety mindset throughout the organization.
- Assists in administering North Carolina Department of Occupational Safety and Health, DOT, and related safety standards and in developing Townwide safety programs.
- Assist with conducting training sessions for employees and their supervisors regarding safety in the workplace and safe working environments, including: proper lifting techniques and other safe working practices, the safe utilization of equipment and tools, and the recognition of hazardous conditions, etc.
- Assist with conducting needs analysis in order to develop, coordinate, and participate in specialized and general safety training courses.
- Serves as a technical safety resource for departments to assist and guide management in resolving safety problems, developing safe work procedures and guidelines.
- Recommends measures to help protect workers from potentially hazardous work methods, processes, or materials.
- Assists in developing and/or adapting Townwide safety practices and policies to specific departments or divisions.
- Assists in maintaining an accident recording system.
- Conduct regular job site safety inspections.
- Researches and interprets safety rules, regulations, and procedures for department supervisors and employees.
- Coordinates with departments to identify high-risk areas and develops a safety program to address deficiencies.
- Promotes initiatives that improve and sustain the safety, health, security, and welfare of all personnel.
- Prepares for and participates in audits and inspections by federal and state regulatory agencies.
- Participates in communicating governing safety regulations and appropriate industry “best practices” and internal “best practices” to all employees to ensure continuous safety and health performance improvement.
- Collaborates with the Safety & Risk Officer in analyzing workers’ compensation claim trends and develops plans for mitigating risk.
- May be required to respond after hours, including holidays and weekends, in the event of a departmental or Town-wide emergency.
Knowledge of:
- The principles, techniques, and methods of modern safety administration.
- The current and available safety testing equipment, supplies, and personal protective equipment; OSHA, ADOSH, DOT, and related safety standards.
- The safe operation of trenching equipment, forklifts, backhoes, aerial lift or bucket trucks, and similar equipment.
- The principles of employee safety training and work behavior motivation.
- The principles associated with the provision of a safe working environment, as well as safe working practices and procedures in general.
- Municipal water, natural gas, and electric utility operations; and confined space, manhole entry, chemicals, and large construction equipment safety practices and procedures.
- Assist in administering OSHA, DOT, and related safety standards.
- Assist with safety inspections, accident investigations.
- Assist in the development of safety programs and procedural changes to improve employee safety.
- Prepare, conduct, and coordinate safety-related training sessions; present ideas both verbally and in writing.
- Establish and maintain effective working relationships with management, Town Staff, and representatives from other agencies.
