The Town of Clayton is seeking applicants for a Street Maintenance Superintendent for the Public Works Streets Operations Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. Performs difficult technical and supervisory work including planning, organizing, and directing the work of street operations in the Public Works Department.
- Plans, organizes, and supervises the maintenance, repair and construction of streets, storm drainage, erection of street signs, snow removal, removal of trash and leaves and other general, public works maintenance; supervises and participates in construction plan review and approval, and construction inspections.
- Performs construction management including project scheduling, overseeing contractors, reviewing invoices, comparing progress reports, regulatory compliance, and related activities.
- Manages and plans the activities of the street department staff; ensures coordination of activities with other departments; oversees special projects and on-going activities.
- Makes field inspections of public works projects to review progress and ensure completion.
- Investigates citizen complaints and concerns regarding erosion, drainage, flooding, etc. in a timely manner.
- Assists in preparation of bid documents and manages the bid process for stormwater rehabilitation and capital projects as assigned.
- Performs and oversees various human resources functions, including selection, promotion, training, counseling, and discipling of department personnel in consultation with Public Works Director and subordinate supervisors; meets frequently with supervisors to solve more complex problems; sets priorities and deadlines, and provides guidance and direction.
- Engages in considerable personal contact with citizens concerning service request and complaints; investigates and decides or recommends actions; coordinates projects with other departments.
- Supervises and participates in the preparation of division budget requests; administers and monitors division budget; participates in the preparation of bid specifications and bid proposal analysis for the purchase of heavy equipment.
- Researches and identifies potential vendors for equipment, vehicle, and supply purchases. Assists in analyzing quotes and preparing bid specifications for equipment and vehicles and for procurement items. Reviews and authorizes purchases.
- Manages various contracts including solid waste disposal, street rehabilitation projects, sidewalk and handicap ramp renewal projects, stormwater repair projects, pavement marking contracts, etc.
- Plans, organizes, and monitors a variety of contracted work; coordinates with engineers and contractors; supervises construction inspections and the acceptance of new infrastructure by the Town.
- Holds staff meetings, employee counseling sessions, and utilizes other communications methods to keep staff informed, motivated and highly productive; participates in hiring and training and ensures proper training and application of safety
- methods; conducts performance evaluation and disciplinary conferences; reviews and updates work methods to insure overall division effectiveness.
- Prioritizes projects and coordinates the use of available equipment, materials, and staff to obtain maximum effectiveness and economy; participates in the incident command center.
- Keeps records; prepares reports; prepares material and supply requisitions; maintains appropriate records including insuring updated water, sewer, and storm water maps. Supervises implementation of changes in regulations regarding stormwater, street signage, safety, and other related issues.
- Attends executive staff meetings and participates in planning and decisions; creates staff shift schedules.
- Participates as “essential personnel” in emergency operations if designated.
- May act in the absence of the Public Works Director.
- Considerable knowledge of street, sidewalk, pedestrian and bicycle transportation, and storm drainage system construction techniques, processes and materials, and the ability to determine whether design specifications are being met.
- Considerable knowledge of construction and project management activities, processes, and requirements.
- Ability to read and interpret laws, ordinances, plans, specifications, and blueprints and to compare them with various aspects of construction in progress.
- Ability to operate surveying and drafting equipment.
- Ability to detect errors in construction materials and projects.
- Ability to establish and maintain effective working relationships with contractors, developers, construction workers, the public, and other employees; ability to exercise tact and firmness in the enforcement of requirements and successful conflict resolution strategies.
- Ability to plan and organize own work and maintain the necessary records and reports.
- Considerable knowledge of Town departments, their functions, and operations.
- Ability to work with MS office suite (Word, Excel, Outlook, etc.) standard engineering software and equipment, City Works (CMMS).
- Thorough knowledge of the principles and practices of construction, repairs, and/or maintenance of assigned responsibilities.
- Thorough knowledge of stormwater systems and design.
- Thorough knowledge of the rules and regulations related to stormwater, knowledge of terminology, practices and techniques of erosion control design and field construction.
- Ability to work with GIS mapping, ability to inspect projects for compliance with ordinance and code provisions.
- Thorough knowledge of the use of related equipment and materials.
- Thorough knowledge of the occupational hazards and safety precautions of the work.
- Thorough knowledge of related engineering specifications, and related environmental laws.
- Considerable knowledge of supervisory principles and practices including leadership, motivations, communications, performance counseling and evaluation.
- Considerable knowledge of the application of information technology to the work of the department including engineering and construction drawings, GIS, and other related programs.
- General knowledge of personnel, budgeting and purchasing policies and procedures.
- Working knowledge of the organization's related customer service policies and fees.
- Working knowledge of surveying principles and practices.
- Ability to read plans, maps, and drawings.
- Ability to establish and maintain effective working relationships with Town officials, other public officials, supervisors, peers, subordinates, contractors, and citizens.
- Ability to maintain and prepare accurate plans and reports.
- Possess visual acuity to produce and review written reports and records including mathematical calculations, analyze data, perform visual inspections, read maps and schematic drawings and plans.
- High School Diploma or GED, Class A CDL w/Tanker, Pesticide and Road Scholar required.
- Any combination of education and experience to graduation from an accredited college or university in civil engineering or construction management or related field. Prefer Professional Engineer (PE) licensure in the State of North Carolina or the ability to obtain within 12 months of hire.
- Candidate’s experience should demonstrate increasing responsibility in the field of Public Works or engineering. Ideal candidates will have familiarity with hiring and supervising employees and contractors; working with the public and municipal, state, and federal government agencies; working knowledge of engineering principles relative to public works projects; project management, capital planning and organizational budgeting skills; workplace safety; and working knowledge of related North Carolina state laws.
