An employee in this class performs a variety of advanced skilled work as a leader of a crew or crews engaged in the construction, installation, and repair of water and sewer lines, pumping stations and appurtenances. Employee is on-call and is subject to call-back work.
- Plans and leads in preventive maintenance and repair to sewer lift stations; pulls pumps, cleans pumps, cleans wet wells, checks generators and bypass pumps, and all other related appurtenances.
- Plans and leads in the use of the Vac-truck and jetting machine to regularly clean sewer lines, unstop blockages, clean wet wells, and all other town related needs.
- Plans and leads in permit required confined space entries into manholes, wet wells, check valve vaults, meter vaults, and related water and sewer appurtenances.
- Plans and leads in the use of CCTV equipment to video log gravity sewer lines to find issues or notate current conditions; keeps accurate records of locations and conditions.
- Plans and leads in the use of the Sewer Line Rapid Assessment Tool (SLRAT) to utilize ultra-sonic technology to assess sewer lines and maintains records of such work.
- Plans and participates in collection system smoke testing, as well as follow through with repairs.
- Records pump hours and averages for review by the Water Resources Superintendent.
- Coordinates with Emergency Management and the Public Information Dept. for all communication as it’s related to Town work that requires public notification.
- Meets with citizens and contractors to explain Town policies and procedures and solves problems.
- Performs performance evaluation and coaching of crew members.
- Participates and implements disciplinary action in accordance with Town’s policy and procedures.
- Plans and leads in the application of herbicides around hydrants, valves, valve markers, manholes, pump stations, and easements, as well as operating equipment to cut undergrowth.
- Plans and leads in the repair and replacement of water and sewer lines, valves, hydrants, Air Release Valves (ARV), and all related structures of the Distribution and Collection systems.
- Leads and participates in the maintenance and minor repair of tools and equipment; ensures that proper tools and equipment are taken to the work to avoid delays.
- Fills in for coworkers in their absence.
- Prepares records of work activities; creates work orders in the Town’s work order system, reviews work orders of crew members to ensure accuracy and completeness; reviews maps and blueprints; ensures maps are updated with changes as discrepancies are found.
- Coordinates equipment and labor to set up bypass pumps at the pump stations and in the collections system.
- Plans and leads in collection system smoke testing, as well as follow through with repairs.
- Proficiently operates trucks, tractors, backhoes, excavators, vac-trucks, and other mechanical equipment for all town needs.
- Serve as the Backup Operator in Responsible Charge (BORC) as needed or required for the distribution and/or collections system.
- Plans and leads in the use tapping machine to make water and sewer taps; sets meter boxes; installs meters; performs pressure/volume tests.
- Assists with recommendation of department budgetary needs.
- Ensures that all new employees are trained.
- Plans, oversees, and participates in the execution of work zones according to the Manual on Uniform Traffic Control Devices (MUTCD) and flags traffic.
- Maintains the necessary tools and inventory on all departmental vehicles and keeps stocked and notifies Superintendent of the needs for tools and inventory.
- Locates water and sewer main lines and services.
- Performs other related tasks as directed.
- Extensive knowledge of the tools, materials, and equipment used in the installation, replacement, maintenance, and repair of water and sewer lines and their related appurtenances.
- Extensive knowledge of the variety of maintenance and manual tasks involved in the installation, maintenance repair, and replacement of utility lines and appurtenances.
- Extensive knowledge of the operation, maintenance, and repair of sewer lift stations, sewer collections system, and water distribution system.
- Extensive knowledge of the use of common hand and power tools associated with distribution and collections system operation and maintenance.
- Extensive knowledge of the practices and principles of troubleshooting pump problems with submersible, vacuum lift, and suction lift stations.
- Extensive knowledge of the safe use and operation of automotive and mechanical equipment used for the above-mentioned tasks.
- Extensive knowledge of state required tasks as it relates to the collection system permit, line cleaning, high priority line inspections, reporting requirements, and all other related tasks and reports.
- Extensive knowledge of how to create, complete, and submit moderate to advanced reports as needed.
- Extensive knowledge of maintaining accurate records.
- Extensive knowledge of the occupational hazards safety precautions needed in the work environment as well as Town policies and procedures.
- Thorough knowledge of the application of technology to work assignments.
- Extensive knowledge of the Town’s current work order system; reviewing and closing.
- Possess the ability to perform manual and moderately skilled labor for extended periods, often under unfavorable weather conditions.
- Possess the ability to establish and maintain effective working relations with peers and train employees with associated tasks through good communication skills.
- Extensive knowledge of reading utility line maps, operation, and service manuals, and to understand oral and written instructions.
- Possess the ability to coordinate with multiple departments from day to day, after-hours, or emergency situations.
- Thorough knowledge on conflict resolution.
Experience, Education & other Licenses / certifications required:
A minimum of eight years of experience in the maintenance, operation, repair and/or construction of water and sewer utility equipment and related facilities, or equivalent combination of education and experience.
- High School Diploma or GED
- Current North Carolina Grade A Water Distribution Certification
- Current North Carolina Grade 4 Wastewater Collections Certification
- Valid North Carolina Class A CDL with a tanker endorsement
Depending on the position, the Town may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
