The Town of Clinton's Council on Aging (CoA) seeks a full-time Executive Director. The Executive Director is responsible for the management of the Council on Aging operations per the Clinton Council on Aging Mission Statement : “To serve as the Resource Center for Clinton residents age 60 , and those who may be providing care for them. We will provide services and programs that include health, education, nutrition, recreation, transportation and advocacy for these residents.” Under the administrative direction of the Town Administrator, working from municipal policies and objectives, this position : establishes short-range plans and objectives and assumes direct accountability for department results; consults with Council on Aging Board where clarification, interpretation, or exception to town policy may be required; and exercises control in the development of departmental policies, goals, objectives, and budgets. The Executive Director supervises 3 full-time employees and 10 part-time employees, as well as volunteers and interns.

- Administer, direct and coordinate activities of the Clinton Council on Aging center, including security of property and records;
- Develop plans, policies and procedures for the establishment and maintenance of senior services;
- Develop, manage and monitor annual operating budget and capital improvement plan;
- Prepare with the COA Chairperson the agenda for COA meetings and prepare with the Assistant Director the agenda for staff meetings;
- Provide reports, monitor performance, and make recommendations for new or modified services / programs;
- Prepare paperwork for regular Warrants per Town guidelines and follow monthly budgetary instructions as required.
- Prepare office area and agenda for weekly staff and monthly COA meetings;
- Advise COA regarding legislative and government issues, as well as new findings and trends in gerontology and program / service needs;
- Attend, participate and facilitate any and all meetings;
- Develop and build relationships with state and local officials, community leaders, and citizens groups serving senior citizens;
- Facilitate response to the needs of seniors through local area resources;
- Coordinate the purchase of materials required to operate the Council On Aging;
- Research grant opportunities, prepare grant applications, and administer grant funding received;
- Explore additional sources of funding for senior events through alternate private and public monies;
- Oversee the operation of the transportation system via WRTA and the Meals on Wheels program via Aging Services of North Central Massachusetts;
- Act as a representative and liaison of the Town of Clinton and the Council on Aging, working with the Central Massachusetts Agency on Aging, Worcester Regional Transit Authority, Montachusett Opportunity Council, Aging Services of North Central Massachusetts, Clinton Hospital / UMass, Clinton Housing Authority, Massachusetts Council on Aging, Massachusetts Executive Office of Elder Affairs and National Council on Aging;
- Oversee the maintenance of the Council On Aging facility, as required;
- Oversee Senior Work Program through the Town of Clinton in cooperation with the Town Assessor’s Office (Tax Rebate Work Off Program);
- Oversee Transitional Assistance Workers, Senior Work Program workers and Volunteers that the Center depends on to function;
- Supervise all full and part-time employees as well as oversee volunteers and interns;
- Interpret anticipated demographic changes as they relate to future senior service needs (based upon data); develop strategic plans in order to prepare for these needs;
- Direct a center without losing sight of the Center’s priority, i.e., to provide services and programs that include health, education, nutrition, recreation, transportation and advocacy for elders, while balancing economics with social development;
