PURPOSE OF POSITION/SUMMARY: Under general direction from the Town Manager, performs a variety of responsible, professional, and technical economic development work. Serves as an economic development point of contact for existing and potential businesses and developers. Coordinates with other agencies and partners on economic development issues and creates and manages business retention and expansion program. Manages special projects, consultants, communications, and events as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

1. Prepares, updates, and implements an economic development strategic work plan including making recommendations for amendments to the adopted plan.

2. Assists in implementing other plans related to economic development, including but not limited to the Plan of Conservation and Development and regional plans in coordination with the Land Use Department and regional agencies.

3. Coordinates with the Land Use Department in responding to developer and business inquiries regarding available land, building, development opportunities, or proposals for development or redevelopment.

4. Serves as a point of contact for economic development efforts and interacts with existing and potential businesses, developers, real estate professionals, and landowners. Responsible for excellent customer services and reliable and useful economic development information.

5. Coordinates, develops, and facilitates a business retention and expansion program.

6. Maintains current contacts for existing and prospective businesses.

7. Assists with the creation of public information related to economic development and initiatives supporting businesses for newsletters, websites, social media, or other communications.

8. Participates in the development and implementation of grant-funded programs through research of available opportunities, preparation of grant applications, and project administration.

9. Develops, maintains, and interprets data related to market trends, local industries, workforce development, and related topics to support decision-making related to the Town’s economic development strategy.

10. Assists in the preparation of agendas, staff reports, recommendations, and presentations for Town Council, the Planning & Zoning Commission, and other public and private groups.

11. Meets regularly with economic development Economic Development Commission and other partner agencies including the Chamber of Commerce, to discuss development opportunities, marketing activities, events, and information.

12. Plans special economic development-related events and represents the Town of Clinton at various meetings with the public, community organizations, and other governmental agencies.

13. Represents the Town at various boards and commissions as directed.

14. Performs other duties or assumes other responsibilities as apparent or assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Exceptional verbal and written communication skills.

Thorough knowledge of local, state, and federal regulations, particularly those related to economic development and land use.

Working knowledge of business support resources and programs in the State of Connecticut.

Disciplined time management skills with a proven ability to meet deadlines.

Superior organizational skills and attention to detail.

Strong analytical and problem-solving.

Proficient with Microsoft Office Suite or related software.

EXPERIENCE: Bachelor’s Degree in business, public administration, finance, economic development, real estate, strategic planning, or related field experience required. (Three or more years of direct experience in the field may be substituted for education.) Valid driver’s license required.

MINIMUM ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS: Ability to establish and maintain effective working relationships with the public, Town Council, Boards and Commissions, Town employees, vendors, and other agencies. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, grants, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

The employee must be able to understand conversations occurring at normal voice volume from at least 40 feet. The employee is occasionally required to stand, walk, climb, or balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus. Environmental Adaptability Occupational hazards are those generally associated with occupations engaged in clerical work.
