Summary Statement:

Performs inspections, reviews and enforcement duties to administer the Connecticut Public Health Code, Town Health Codes and regulations and environmental statutes; provides public health education.

Essential Functions:

1. Performs near-term and long-range planning to develop health inspection and disease prevention programs. Prepares applications for grants and continually evaluates its core public health programs dealing with public health statistics, health education, nutrition services, maternal and child health services, communicable and chronic disease control, environmental and health services and community nursing services. Oversees the mosquito control program and radon control program, HIV, hepatitis, and other health educational activities; refers people to substance abuse/drug testing facilities. Coordinates unit activities with other Town departments and regional organizations, such as the Connecticut Visiting Nurse Association (VNA). Assists in development of department budget and related administrative matters.

2. Manages permits and applications for compliance with health and environmental regulations by reviewing applications for new or improved building projects, residential or commercial; site development plans, including well and sub-surface disposal systems; and subdivisions. Participates in preliminary reviews and consultations with Town officials concerning major building projects. Confers and interprets code provisions to architects, engineers, contractors and the public. Assists the public in applying for, and meeting requirements of, various health licenses or permits. Develops public health education programs and conducts forums to assist the public to assure understanding of regulations and compliance. Serves as Open Burning Official for the Town of Cromwell.

3. Inspects all public health regulated establishments including beauty salons and barbershops, construction of sub-surface disposal systems and wells. Performs soil testing, deep hold and percolation tests and site reviews. Performs sanitary inspections of business properties, including restaurants, food stores, fairs, recreational areas, swimming pools, school and health facilities. Issues permits, records and collect fees. Investigates complaints of unhealthy or unsanitary conditions and enforces compliance with regulations. Collects samples for chemical, microscopic and bacteriological tests for use in detecting and preventing disease and analyzes lab reports. Works cooperatively with the public to assure understanding of regulations and compliance.

4. Participates in ongoing professional education and training, including membership in public health organizations to retain current knowledge of regulations, trends and new developments in the practice.

5. Supervises an Administrative Secretary and sanitary inspector/registered sanitarian (as applicable).

Performs other related duties as assigned.

Expected Outcomes:

Inspections and permitting are fully compliant with relevant health codes. Unsanitary or unhealthy conditions are effectively abated. The public is educated in the health code(s) and are enabled to comply, as needed.

Minimum Qualifications:

Education and Training:

  • Graduation from an accredited college or university with a Bachelor’s degree in Environmental Health, Biology, or a closely-related field, and four (4) years of increasingly responsible practical environmental health inspection and enforcement experience.
  • Alternatively, an equivalent combination of education, training and experience.
  • Must comply with continuing education as required by state health regulations.

Age, Citizenship, Licensure and Background Screening:

  • Must be a Registered Sanitarian. Certification by the State Department of Health to perform food service inspections, sub-sewage disposal systems and residential and commercial well inspections and as needed in other areas.
  • Possess a valid motor vehicle driver's license.

Preferred Qualifications:

  • Master’s degree in Public Health
