Immediate opening for an Assessors’ Clerk to 1) staff the Assessors’ Office and perform regular office functions, and 2) assist the Assessors with preparation and data entry of Assessor work, plus other related work, as required.

For the first 6 months, this position is part-time with up to sixteen (16) hours per week; unbenefited. Starting salary $20.54 per hour. Qualifications include a High School diploma or equivalent; two years of office experience; or any equivalent combination of education and experience. After completing the 6 month probationary period, as well as completing the DOR’s Course 101, this position will increase by four (4) hours per week as an Assessor, with a salary of $26.21 per hour. This position will then be benefited.

Purpose: Performs responsible administrative, clerical and customer service work of moderate difficulty and responsibility assisting with daily operations of the department and providing assistance to the public. Performs all other related work as required.

Essential Functions: (The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Assists in maintaining property records, including assessing information, billing addresses, ownership records, permit information and land division. Assists with updating files and property record cards to insure proper billing information for submission to the Town Collector and other town officials.

Reviews and verifies motor vehicle excise information. Provides information to the Town Collector. Prepares excise abatement forms, obtains documentation, and maintains current records of revenue to be collected.

Prepares and calculates abatement requests for motor vehicle, real estate, personal property and sewer.

Maintains accurate records and completes data entry of new building permits. Advises and directs taxpayers when requesting mapping, survey, plot plans or zoning information.

Prepares abutter lists per request of taxpayers and/or Planning Board.

Maintains the daily operations of the office, which includes opening, closing, and ensuring all files are locked and monitors supplies needed.

Work with board members on the best action to assist taxpayers with questions on assessments, tax rate and any concerns regarding properties in town.

Organizes and prepares applications for mailing. Distributes the mailings of exemption applications, sales questionnaires in a timely manner.

Reviews and prepares all Notices of Commitments and Warrants to Collector. This includes all motor vehicle commitments throughout the calendar year, real estate, and personal property commitments.

Assists the Board of Assessors with any necessary needs of the office.

Performs similar or related work as required, directed or as situation dictates.

Supervision:

Supervision Scope: Performs varied and responsible duties requiring a thorough knowledge of departmental operations and the exercise of some judgment and initiative to perform duties.

Supervision Received: Work is performed under the supervision of the Principal Assessor.

Recommended Minimum Qualifications:

High School diploma or equivalent; two years of office experience; or any equivalent combination of education and experience.

Knowledge: Thorough knowledge of office practices and procedures. Working knowledge of computers with the ability to work with a variety of software packages such as word processing, spreadsheet, and database programs. General knowledge of Massachusetts laws relating to property assessment for tax purposes preferred. Familiarity with assessing functions.

Abilities: Ability to communicate effectively both verbally and in writing. Ability to work independently. Ability to organize files and records. Ability to interact tactfully and appropriately with the public. Ability to work under time constraints to meet deadlines.

Skills: Excellent customer service skills. Proficient computer skills and applications of Microsoft Office and Excel. Must possess attention to detail and excellent communication skills.

Job Environment:

§ Work is performed under typical office conditions; duties are performed with frequent interruptions throughout the day. Work environment is moderately noisy.

§ Operates computer, calculator, copier, facsimile machine, telephone, and other standard office equipment.

§ Makes frequent contacts with the general public, town officials, town departments, outside agencies, taxpayers, and consultants. Contacts involved are made by telephone, in person, or by email, and mail. Work involves handling a variety of problems, questions and situations with established criteria and techniques.

§ Has access to limited department-related confidential information including personal information about citizens (e.g., abatements, elderly financial statements, veteran’s financial statements, etc.).

§ Errors could result in considerable delays or loss of service and have possible financial repercussions.
