Duties and Responsibilities
Directs the divisions and services of the Danville Street Department:
- Direct, plan, manage, and review the activities and operations of the Street Department including: administrating, planning, and assisting utility services for the coordination of assigned activities with other Town departments, divisions, and outside agencies.
- Provide responsible administrative support to the Town Managers office.
- Develop, plan, and implement goals and objectives for the Street Department that focus on Street Department projects, safety, and roadways.
- Recommend and administer policies and procedures that are consistent with approved plans and Town Ordinances.
- Select, train, motivate, and evaluate personnel. Provide or coordinate staff training. Evaluate employee performance. Work with employees to correct deficiencies; implement disciplinary procedures as needed.
- Direct, oversee, and participate in the development of the Department’s work plan. Assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
- Research and prepare grant applications for various projects.
- Coordinates with the State and County on road and highway projects.
- Coordinates snow removal for the Town.
- Direct the development and administration of the Street Department budget. Aid in the forecasting of funds needed for staffing, equipment, materials, and supplies.
- Develop and review staff reports related to Street Department matters. Present these reports to Administration and a variety of other committees, boards, and commissions including the Town Council.
- Prepare Street Department agenda items for the Town Council, and various committees and boards involved in Street Department activities.
- Coordinate Street Department activities with those of other departments, outside agencies, and organizations; prepare and present staff reports and other necessary correspondence.
- Direct the evaluation, selection, and administration of outside contracts for Street Department activities.
- Promote heightened awareness of Street Department presenting a positive image to citizens, tourists, area schools, regional and state agencies, and the business community.
- Review plans for new and existing developments to make sure they comply with Town specifications.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints maintaining a customer service philosophy that is responsive.
- Developing, implementing, and participating in public outreach efforts including plant tours for school groups, civic groups, government agencies, scout groups and others as requested.
- Operate a motor vehicle to assist in carrying out the business of the Department and the Town.
- All other duties as assigned by the the Utilities Director and Administration Staff.
- This position will be subject to the rules, policies, and operating procedures established by the Town Council and the Town of Danville, as they may be amended from time to time.
- Assist with the ongoing process of evaluating and implementing changes to policies, procedures, codes, and ordinances relating to department objectives, goals, and standards.
- Attend all trainings and meetings as required.
- Maintain strict confidentiality regarding Town issues.
- Ability to coordinate and effectively communicate orally and in writing with co-workers, Town Manager, Assistant Town Manager, Town Council, other Town Departments, contractors, vendors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Qualifications - Bachelor’s degree in construction management, civil engineering or related field with three years experience or minimum of five years of related experience or equivalent combination of Education and experience.
- Knowledge of the principles of supervision, administration, policies, and procedures combined with personnel management.
- Must have basic knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
- Must be able to recommend and implement goals, objectives, and practices for providing effective and efficient Street Department operations and service delivery.
- Must have and maintain a verifiable Indiana Driver’s License, a demonstrated safe driving record, and must remain insurable through the Town’s liability insurance carrier.
- Must have basic knowledge of standard English grammar, spelling, punctuation, and ability to understand information from various sources to communicate effectively both orally and in writing.
- Must have knowledge of current local, social, political and economic trends.
- Ability to utilize computer technology in modernizing office procedures and record keeping
- Must be able to analyze problems, identify alternative solutions, make decisions, project consequences of proposed actions and implement recommendations in support of goals.
- Must have a safe work record with good ethics and dependable attendance record.
WORK ENVIRONMENT
While performing the duties of this job, the employee is regularly required to perform a variety of movements.
Must be able to frequently lift and/or move up to 25-50 pounds and occasionally lift and/or move, with assistance, more than 80 pounds with the use of personal safety equipment.
