Definition:
Administrative, supervisory and clerical work supporting the operation of the Building Department; all other related work as required.
Supervision:
Works under the general direction of the Director of inspectional Services. Works with minimum supervision performing a variety of responsible functions requiring the exercise of judgment, discretion and tact in coordinating the activities of the department and in relieving the Director of inspectional Services of certain administrative duties and responsibilities.
Supervises the equivalent of two or fewer full-time employees.
Job Environment:
Work is performed in typical office conditions.
Makes frequent contacts requiring courtesy, patience and discretion with co-workers, other town departments, contractors and the general public; furnishes and receives information and communicates routine and semi-complex information to municipal employees and the general public.
Coordinates with other departments such as Board of Health, Conservation Commission, Board of Appeals and any other applicable departments for the facilitation and processing of permit applications.
Errors could result in delays or loss of services, poor public relations and have financial and/or legal repercussions.
Essential Functions:
Oversees the orderly operation of the Building Department; works closely with the Director of Inspectional Services and Inspectors to coordinate administrative and clerical support of departmental functions.
Provides administrative direction and supervision to the clerks in the department; delegates and assigns work under the direction of the Director of Inspectional Services.
Assists the general public in the office and by telephone by furnishing a variety of information,
determining the nature of the service required and making appropriate referrals; conducts
research as requested.
Technical:
Provides support in relaying to the general public and contractors the procedure for securing permits and signoffs in other departments; follows up on permitting sequence for all applications; checks work as required and troubleshoots support problems for the Director of Inspectional Services
Recommended Minimum Qualifications:
Education and Experience:
Associate's degree in business management or related field; five years responsible experience in permitting and secretarial work; or equivalent combination of minimum 30 credits towards an Associate's degree in business management with minimum seven years’ experience in permitting.
Knowledge, Ability and Skill:
Working knowledge of office practices and procedures; operates computers, calculators and other office equipment; general knowledge of department operations, policies and procedures; familiarity with municipal government; proficient in GEO Temps permitting software; working knowledge of building codes, by-laws and other applicable rules and regulations; ability to keep accurate records; ability to deal tactfully and appropriately with the general public, town departments and contractors.
Strong organizational, communication, oral and writing skills; ability to manage and supervise clerical staff.
Performs similar or related work as required or as situation dictates.
Physical Requirements:
Moderate physical effort is required. Position requires the ability to stand at the counter for an average of four hours per day with occasional interaction in other offices as required.
HOURS: Position requires a minimum of 40 hours per week.
