The Town of Dedham seeks highly qualified candidates for the position of Special Motor Vehicle Operator (SMEO). Under the direction of the Foreman, Division Superintendent, and the DPW Director, the SMEO operates various pieces of special motor equipment and other motor equipment in support of the DPW’s program of construction, reconstruction, repair, and preventive maintenance of various aspects of the Town’s infrastructure and public facilities.
Education, Training, and Experience
- High School graduation
- Five years of paid experience operating special and heavy motor equipment in urban areas in support of typical public works functions including:
-Excavating trenches for utility construction and repair
-Loading and unloading trucks
-Sweeping streets and walks
-Cleaning and repairing sanitary sewers and storm sewers
-Constructing and repairing roads and walks
-Plowing, loading, and hauling snow
-Sanding, loading, and hauling surplus excavated material
-Loading, hauling and placing at a construction site sand, gravel, bituminous concrete, cement concrete, blocks, brick, and stone
-Flushing sewers and drains
-Cleaning catch basins
-Setting and adjusting utility castings
-Repairing and reconstructing sewerage and drainage structures and related work
- Possession of current, valid Class B (Class A preferred) Commercial Driver’s License (CDL) with endorsements for air brakes and tank (hazardous materials endorsement desirable) issued by the Massachusetts Registry of Motor Vehicles
- Possession of current, valid special license to operate hoisting equipment (e.g., hydraulic excavator, backhoe, front end loader, street sweeper, road grader, asphalt roller, bucket truck, small crane, catch basin cleaner) issued by the Massachusetts Department of Public Safety (Class 2A 1C at a minimum)
- Or any equivalent combination of education and experience which clearly demonstrates the candidate’s skill and ability to do such work under minimal supervision
Knowledge, Ability and Skill
- Considerable knowledge of municipal public works construction, repair and maintenance of streets, walks (concrete and bituminous), storm drains and appurtenances, sanitary sewer and appurtenances, grounds, buildings and facilities.
- Clearly demonstrates the ability to properly use and care for special, heavy and other motor equipment, power and hand tools.
- Considerable knowledge and experience with the techniques and procedures used in the construction, maintenance and repair of all types of infrastructure customarily assigned to the care and custody of municipal public works departments.
- Must be skilled in operating special and heavy motor equipment and similar construction equipment, in addition to:
-Driving vehicles
-Raking asphalt
-Pouring concrete
-Mixing cement
-Completing moderately skilled carpentry tasks
-Cutting grass
-Trimming shrubbery
-Laying bricks and block
-Setting and adjusting utility castings
-Setting curbing
-Setting grades to prevent drainage problems
-Running pumps
-Similar work
- Demonstrates ability to interact in an effective manner with fellow employees, managers and other agencies, regulators, vendors, and the public.
Essential Duties and Responsibilities
- As directed by the Director, Division Superintendent and/or foreman the SMEO operates various pieces of special motor equipment and other motor equipment in support of the DPW’s program of construction, reconstruction, repair, and preventive maintenance of various aspects of the Town’s infrastructure and public facilities with consideration paid to public health and safety and employee health and safety.
- Employee will also be expected to carry out the duties of all labor classifications at/or below his/her pay grade.
- Maintains the readiness of the vehicle assigned ensuring that all usual and customary tools and safety equipment are readily available and secured; ensures that all fluids, marking lights, warning lights, safety devices, brakes, tires, and belts are in good working order and are properly maintained.
- Regularly assesses the condition of the vehicle assigned; keeps vehicle clean inside and out, checks all safety equipment, and reports any defects to his Foreman, the Working Foreman Motor Equipment Repairman and the Division Superintendent.
- Tests equipment to determine the satisfactory condition following repair.
- Inspects equipment and reviews work practices and operating procedures to ensure compliance with applicable health and safety codes and standards.
