The Department is seeking a highly qualified team member to join an exceptional team of Public Works professionals to serve in the role of Solid Waste Division Supervisor.

The successful candidate will undertake meaningful and challenging work involving the management of the Raymond A. LaRoche Sr. Transfer Station and Recycling Center and the Town’s Curbside Collection Program to achieve the Town’s sustainability goals while protecting public health. In this versatile and exciting role, you will report to the Operations Manager and Assistant Public Works Director.

This full-time position offers excellent medical, dental, life, and disability coverage, paid time off, and eligibility in the State of New Hampshire retirement plan. The salary range for this position is from $26.90 to $33.97/HR, depending upon qualifications. Normal work hours are Tuesday – Saturday from 07:00 AM – 03:30 PM.

The successful candidate will have a minimum of (2) years of experience in municipal solid waste operations and in the operation of commercial vehicles and related equipment. Applicants will have a current State of New Hampshire Class B Commercial Driver’s License or out-of-state equivalent. The successful candidate will also possess an NHDES Solid Waste Operator License This position requires strenuous physical work, emergency response on a 24/7 basis for winter storm events, and performing work in adverse weather conditions.

SOLID WASTE DIVISION SUPERVISOR

JOB SUMMARY

The Solid Waste Division Supervisor coordinates, directs, and maintains the daily operation of the Town’s Solid Waste Management facilities including, the Raymond A. Laroche, Sr. Transfer Station and Recycling Center (Transfer Station), and the Town of Durham’s curbside recycling and solid waste collection program. The Solid Waste Division Supervisor is additionally responsible for assisting in Transfer Station and curbside collection operations including, but not limited to semi-automated and automated collection vehicle operation, maintenance, procurement, facility management, program development and management, dumpster hauling, cardboard baling, material sorting, route auditing, and customer service during open hours or as needed.

KNOWLEDGE, ABILITY AND SKILLS REQUIRED

  • Knowledge of the methods, materials, and equipment used in the management of municipal solid waste.
  • Knowledge of collection/storage/transfer facility operation and applicable local, state, and federal laws, rules, and regulations.
  • Ability to communicate effectively in both written and oral form. Ability to communicate effectively with the public, co-workers, other employees, departments, officials, and other agencies.
  • Ability to formulate decisions, make comprehensive recommendations, and enforce departmental polices.
  • Requires supervisory skills and the ability to work with minimal direction.
  • Requires skill in operating heavy machines and equipment such as a front-end loader, backhoes and solid waste collection vehicles for a variety of different purposes to accomplish different job functions.
  • Requires skill in the use of the Microsoft Office Suite.
  • Requires strenuous physical work; heavy lifting, pushing, or pulling required of objects over 50 pounds.
  • Requires exposure to outside weather, including frequent wet and/or humid conditions.

IMPACT

Requires responsibility for contributing to Public Works objectives by ensuring the accuracy of support activities within one or more Public Works organizational units. Errors at this level affect the work of others or have measurable monetary consequences and require immediate verification and correction to complete succeeding work operations.

SUPERVISION RECEIVED

Works under the supervision of the Operations Manager and Assistant Public Works Director.

SUPERVISION EXERCISED

Requires supervision of other employees doing related or similar work, including assigning job duties, providing training, giving instructions, and checking work.

COMPLEXITY

Requires a combination of job functions using minimal judgment to perform a variety of job tasks according to clearly prescribed standard practices and procedures. Requires explaining facts, interpreting situations, or advising individuals of alternatives or appropriate courses of action. May require interviewing or eliciting information from Town employees or members of the general public.

INDEPENDENT ACTION

Requires making a limited number of choices in selecting among alternative courses of action under supervisory guidance and in performing job functions according to a variety of prescribed policies or procedures.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Manages the daily operation of the Transfer Station and curbside collection program.
  • Coordinates with third-party contractors for the removal of materials from the Transfer Station.
  • Remains current on federal and state regulations as they relate to municipal solid waste.
  • Coordinates safety and continuing education programs for municipal solid waste program staff, including operator license renewals.
  • Purchases supplies/materials and provides recommendations to the Operations Manager for the purchase of items.
  • Informs the Operations Manager of significant operational and/or maintenance problems and recommends corrective action when necessary.
  • Evaluates existing operational strategies and makes recommendations for upgrades and improvements.
  • Safely operates a semi-automated collection vehicle on specified routes to collect solid waste and recycling.
  • Safely operates a roll-off container hauling vehicle to transport materials to a processing facility.
  • Performs the Saturday collection of litter and receptacle liner replacement within the Downtown corridor and surrounding parks.
  • Read route sheets and service each customer identified on the sheet.
  • Perform routine inspection and maintenance on vehicles such as checking fluids, safety equipment, and tires.
  • Complete pre- and post-trip inspections of collection vehicles
  • Perform a physically demanding job, loading and unloading, at times with no helpers.
  • Operate hydraulic hand controls to lift/load refuse and dispose of trash at designated facilities.
  • Interact with and provide guidance to customers.
  • Perform other miscellaneous job-related duties as assigned.

MINIMUM QUALIFICATIONS

  • Valid Class B CDL with air brake endorsement.
  • Valid NHDES Solid Waste Operators License.
  • One (1) year of supervisory experience.
  • Two (2) years of experience in a municipal solid waste collection and transfer program.
  • Two (2) years of experience in the operation of 26,001 GVW vehicles.

OTHER CONSIDERATIONS

Must be available 24/7 for emergency operations including winter maintenance.
