POSITION DEFINITION

The Town of East Hartford is seeking a dedicated Youth Employment Specialist to provide meaningful employment opportunities to young adults, aged 16-24, who are disconnected from school and work. This role is an integral part of our year-round program aimed at career exploration and work experience, designed to help youth gain career competencies. Provides employment opportunities to youth for the YSS Division of the Health and Human Services Department. The goal of the program is to engage youth through year-round, with a work experience and career exploration opportunities. This program is designed to serve young adults ages 16-24 years old that are disconnected from school and work. The role will provide a placement for youth, to have work experience and career competency / career exploration activities. The youth population might include, youth receiving Academic Development and Support (ADS), youth receiving services from the Department of Children and Families (DCF) and / or from Child Support Services Division (CSSD).The Youth Employment Specialist should provide the necessary career paths, education and "hands-on" experience to learn about trainings / work opportunities, available to them, with an expected outcome to "exit" the program with either placement with permanent employment and / or enrollment in work-based learning / training programs. The Youth Employment Specialist is a part-time, grant-funded position with work hours scheduled Monday through Friday, with a flexible schedule. Occasional after-hours work may be required for outreach and client engagement.

Salary : $30-$32 per hour ($47,000-$49,920 annually)

Hours : Maximum 30 hours

ESSENTIAL JOB FUNCTIONS

Key Responsibilities :

  • Placement and Mentoring : Facilitate job placements, offering practical work experience and career exploration activities.
  • Career Pathways and Education : Guide youth in discovering career paths, educational opportunities, and hands-on training.
  • Support Diverse Youth Populations : Serve youth receiving Academic Development and Support (ADS), as well as those involved with the Department of Children and Families (DCF) and Child Support Services Division (CSSD).
  • Program Outcomes : Assist youth in exiting the program with permanent employment or enrollment in work-based learning / training programs.

Responsibilities

  • Youth Employment Services : Plan, organize, and administer comprehensive services to youth / young adults ages 16-24.
  • Job Opportunities and Guidance : Provide job opportunities and guidance to assist with job tasks, ensure smooth integration into the workplace, and address any challenges that arise.
  • Performance and Satisfaction : Develop and implement strategies to enhance job performance and satisfaction.
  • Collaboration : Collaborate with employers and individuals to foster a supportive work environment.
  • Record Maintenance : Maintain detailed records of interactions, progress, and outcomes.
  • Program Monitoring : Monitor activities of the program to ensure needs are being met.
  • Reporting : Prepare and submit required reports, including statistical and narrative reports.
  • Youth Assessment : Assess needs of youth and determine the best job opportunities for them.
  • Interviews : Conduct interviews with young people referred from diverse sources.
  • Employer Collaboration : Work closely with employers to ensure the needs of both youth and employers are met.
  • Referrals : Refer youths for counseling or make referrals to state or private agencies for mental, physical, social rehabilitation, and basic needs.
  • Youth Involvement : Involve young people in planning and assuming responsibility for activities.
  • Community Outreach : Develop interest in youth employment opportunities and services through news releases, brochures, and speaking engagements with civic, cultural, and social organizations.
  • Diversity and Inclusion : Think, act, and communicate in ways that respect ethnic, cultural, and language diversity, and develop an understanding of class and cultural backgrounds.
  • Capacity Building : Collaborate with regional businesses, community agencies, and service providers to build capacity and partnerships that support job seekers, expand program services, and strengthen community ties.
  • Technical Skills : Navigate computer systems, including email, Microsoft Office suite, Google platforms, and other applications required for reporting and documentation.
  • Program Development Experience : Preferred experience in program development and workforce development, including creating individual employment plans and coaching individuals to achieve short- and long-term goals or work plans.

    Required Qualifications and Skills

  • Diverse Populations : Experience in assisting traditionally underserved populations with a deep understanding of diversity issues is essential.
  • Resource Knowledge : Familiarity with municipal, state, and private resources available to both youth and the general population.
  • Interviewing and Rapport Building : Ability to interview and establish rapport with youths and their families, addressing concerns and goals while maintaining effective communication.
  • Confidentiality and Ethics : Ability to maintain confidential records and uphold strong ethical standards.
  • Effective Working Relationships : Capacity to establish and maintain effective working relationships individually and within a team, including community representatives and business stakeholders.
  • Interpersonal Communication : Excellent interpersonal communication skills for connecting with individuals of diverse personalities and cultural backgrounds.
  • Case Management : Preferred experience in case management, especially concerning young individuals entering and advancing in the workforce.
  • Program and Workforce Development : Preferred experience in program development and workforce development, including the ability to create individual employment plans.
  • JOB QUALIFICATIONS AND LICENSING

  • Bachelor's degree in psychology, human services, or a related field, or significant, relevant experience in fields like sales, education, or human services.
  • One year of experience as a job recruiter
  • Must have and maintain a CT valid driver's license.
  • Additional Requirements : Bilingual / Bicultural, Spanish / English skills helpful, but not required
  • An acceptable general background check to include a local and state criminal history and sex offender registry check. Individuals in this position cannot be listed as having a founded child abuse or neglect complaint.

    Salary : $47,000 - $49,920
