The Town of East Hartford is seeking a dedicated Program Coordinator to provide leadership and oversight for programmatic services within the Youth & Social Services (YSS) Division of the Department of Health and Human Services. This role is responsible for designing, organizing, and managing a variety of programs and services aimed at fostering positive youth development, preventing delinquency, and offering vocational counseling to youth and families.The Program Coordinator facilitates groups, programs, and activities that encourage community engagement, promote character building, and support the development of life skills. These efforts also enhance social abilities and strengthen interpersonal relationships.This position involves making professional-level decisions in the realm of social services and requires expertise in conducting individual, group, and community assessments. EXAMPLE OF DUTIES
Primary Responsibilities: Provide short- and long-term planning support to the YSS Supervisor and Director, addressing the needs of children, teenagers, young adults, adults, and seniors.Monitor program activities to ensure community needs are met effectively.Work with funded grant programs, including preparing and submitting required reports.Compile statistical and narrative reports detailing division program and grant activities.Actively participate in professional networks to stay informed on workforce development systems, partnerships, and funding opportunities at the local and regional levels.Conduct interviews with young people referred by schools, police, courts, or private organizations.Assess client needs and determine appropriate programs to support youth and family development.Collaborate closely with schools, police, courts, health and assistance agencies, and employers to create programs addressing residents' practical and social needs.Facilitate self-help programs for groups of young people and families.Refer youth and families for counseling or connect them with state or private agencies for mental, physical, and social rehabilitation or basic needs assistance.Engage young people in planning and taking responsibility for activities.Plan and deliver educational presentations to targeted audiences based on program requirements.Additional Responsibilities: Represent the division on boards and commissions, including the local prevention council.Plan, organize, and manage youth employment services comprehensively.Promote youth employment opportunities and services through news releases, brochures, and speaking engagements with civic, cultural, and social organizations.Attend meetings with social, civic, and religious groups to maintain awareness of community needs.Demonstrate cultural competence by thinking, acting, and communicating in ways that respect ethnic, cultural, and linguistic diversity, while understanding diverse class and cultural backgrounds.Build capacity and partnerships with regional businesses, community agencies, and service providers to enhance job seeker support, expand program services, and strengthen community ties for youth.Navigate computer systems proficiently, including email, Microsoft Office suite, Google platforms, and other applications essential for reporting and documentation.Preferred experience in program development, including creating individualized employment plans and coaching youth to achieve short- and long-term goals.

SUPPLEMENTAL INFORMATION
A master’s degree in social work, Counseling, Psychology, or a closely related field.A minimum of three years’ experience in youth and family programming.Must possess and maintain a valid Connecticut driver’s license.Bilingual/Bicultural skills in Spanish and English are helpful but not required.Must pass a comprehensive background check, including local and state criminal history and sex offender registry screenings. Individuals in this role must not be listed as having a substantiated child abuse or neglect complaint.
