General Description:
The Senior Financial Accountant assists with overseeing critical financial operations, ensuring accuracy,
transparency and compliance with Mass General Laws, procurement laws, Town financial policies, and
Bylaws. This position performs varied and responsible functions requiring a thorough knowledge of
departmental operations and the exercise of judgement and initiative, particularly in situations not clearly
defined by precedent or established procedures.
This position is responsible for the posting of cash receipts for the Town and School, maintaining deposit
schedules and charge codes, reconciliations, processing journal entries, grants management, supporting audits,
reporting, and serves as support to the essential functions in the production of the Town and School payroll as
well as accounts payable.
Primary Essential Functions:
The essential functions or duties listed below are intended only as illustrations of the various type of work that may be

- Utilizes MUNIS financial software to review requisitions 10K or greater, obtaining departmental
documentation as required, ensuring expenditures are appropriate, allowable and in compliance with
policy, procurement laws, regulations and procedures. Also ensures budgets are in place prior to
recommending approval to the Director of Municipal Finance.
- Develops grant documentation, reviews contracts to ensure they comply with all Mass General laws,
procurement laws, town policies and procedures; maintains both grant and contract files, working with
departments to ensure all requirements and deadlines are met.
- Reviews, verifies, scans, and posts all cash receipts for the Town and School, in accordance with
Massachusetts General Laws and town financial policies, and reconciles to the Treasurer.
- Processes journal entries, budget transfers, year-end encumbrances, and performs purchase order
maintenance.
- Recommends process changes if needed to improve the efficiency of transaction processing.
- Generates and monitors monthly budgetary reports for general fund revenues, departmental expenditures
budgets, Enterprise Funds, grants, and capital projects.
- Communicates with departments to ensure policies and procedures are adhered to and resolve any
financial issues.
- Trained in the essential functions in the production of Town and School payroll and accounts payable to
assist the Payroll Administrator and Financial Accountant and/or perform duties of either in their
absence.
- Creates spreadsheets to reconcile general ledger accounts including all withholding accounts, perform
account analysis, and assists in the coordination of fiscal year closing and opening activities; provides
relevant information to management.
- Generates and reconciles MA income tax, unemployment and multiple worksite reports; EEO-4
reporting.
- Coordinates the Workers Comp audit, departmental petty cash audits, and assists with annual financial
audit and reporting requirements including but not limited to 941s, W-2s and 1099s.
- Performs similar or related work as required, as directed by the Director of Municipal Finance.
Supervision Received:
The Senior Financial Accountant reports to the Director of Municipal Finance and receives daily supervision
from the Assistant Town Accountant who is under the administrative direction of the Director of Municipal
Finance. The employee is familiar with the work routine and uses initiative in carrying out recurring
assignments independently without specific instruction. The supervisor provides additional, specific instruction
for new, difficult or unusual assignments, including suggested work methods. The employee refers unusual
situations to the supervisor for advice and further instructions.
Education and Experience:
Education
Position requires a Bachelor’s Degree in accounting or a related field.
Experience
Three (3) years of increasingly responsible experience in accounting. Municipal experience
preferred.
Certificates, Licenses, and Registrations
MCPPO designation or ability to obtain preferred.
Knowledge, Ability, and Skills:
Knowledge
- A thorough knowledge of generally accepted accounting principles is required, with municipal accounting experience greatly preferred.
- General working knowledge of applicable Massachusetts General Laws.

- To organize and prioritize multiple tasks and deadlines.
- To work efficiently in a busy environment.
- To effectively work both independently through self-motivation and collaboratively as a team.
Skills
- Strong interpersonal skills.
- Strong written and verbal communication skills.

- Experience in MUNIS financial software preferred.
