What are the responsibilities and job description for the Chief Building Official position at Town of East Lyme?
The Town of East Lyme is seeking a Chief Building Official. This position reports to the First Selectman and supervises the building department, which includes the Assistant Building Official and Administrative Staff performing building department duties.
CLASSIFICATION & HOURS OF WORK:
This is a non-union “unaffiliated” exempt salaried position. The Chief Building Official typically works 37.5 hours per week based on Town Hall hours (Monday through Thursday 8am-5pm and Friday 8am-11:30am).
SUMMARY OF RESPONSIBILITY:
Responsible for code enforcement and inspection work involving the review of site and construction plans for new buildings, and alterations to existing buildings. Examines buildings in the process of construction, renovation or repair to ensure conformance with applicable government building codes, standards and construction specifications.
ESSENTIAL FUNCTIONS:
· Responsible for planning, organizing, directing and enforcing a comprehensive building advisory program and departmental budget.
· Administers and enforces the State Building Code and all Town building ordinances and regulations as it relates to safety.
· Reviews plans and conducts inspections to ensure that the public safety, health and welfare are protected with regards to structural strength, adequate means of egress, sanitary equipment and proper light and ventilation.
· Oversees all matters pertaining to new construction, renovation or repairs to existing structures and buildings including demolition, removal and any subsequent use or occupancy issues.
· Evaluates various tests such as soils and materials and ensures compliance with established standards.
· Reviews, researches and investigates any complaints concerning alleged building code violations. Provides necessary actions to address violations including follow-up inspections and monitoring compliance status. Provides documentation and written reports on violations.
· Coordinates and confers code provisions to architects, engineers, contractors and members of the public. Responsible for resolving any design, site and construction issues.
Other Functions:
· Participates in professional planning organizations or training programs to remain current on any changes in codes and applicable laws and regulations.
· Participates in preliminary reviews and consultations with other Town Departments, providing technical assistance and counsel to Town Boards and Commissions.
· Performs related duties as required.
QUALIFICATIONS AND COMPETENCIES:
· Vocational School diploma required, associate’s degree preferred.
· Five years of experience in the field of building construction preferred or an equivalent level of experience and education combined.
· Connecticut Motor Vehicle Operator's License required.
· Connecticut Certification as a Building Official required.
