Airfield Manager – $35.00-$42.96

The Town of Edgartown seeks an Airfield Manager for the 2025 operating season at the Katama Airfield, from May 15th to September 15th, 2025. The Airfield Manager is responsible for ensuring safe operations at the Airfield, including assistance to local residents and transient pilots as necessary in compliance with Local, State, and Federal requirements. Candidates must be able to obtain the Airport Manager’s License pursuant to 702 CMR 5.08 (2); and must also monitor, delegate, and perform supervisory functions for additional staff. Administrative duties will include efficient and accurate record-keeping and payroll. The Airfield Manager is expected to be on-site for a minimum of forty hours per week during operating hours.

TOWN OF EDGARTOWN / KATAMA AIRFIELD

Airfield Manager

DEFINITION

Airport Manager functions are required only during the season in which the airfield is open and in full operation. The position is responsible for management and daily operation of the Katama Airfield in compliance with applicable Federal, State and local regulations. Daily department operations include supervision of personnel, budget maintenance, establishing goals and priorities, and interacting with the public, town, state and federal agencies.


ESSENTIAL FUNCTIONS

  • Responsible for on-site safety at airport facilities; notifies proper emergency response organizations and provides assistance and coordination in the event of an emergency.
  • Administers and proposes periodic revisions as may be required to Airfield Emergency Plans.
  • Oversees the administration of policies, procedures, goals and objectives.
  • Administers collection of airfield landing and parking fees, and remittance to the Town.
  • Accurate record-keeping of all airfield activity, including parking, landing, fueling and all other operations
  • Regular reporting and follow-up to the Airfield Commission, Conservation Commission and regulators.
  • Compliance with Airfield Operating Regulations as prescribed by the Airfield Commission, the Town Conservation Commission, the Mass DOT Aeronautics Division, the Mass DEP as related to the operation of the avgas storage tank, and the FAA.
  • Coordinates with other Town departments and outside contractors for the performance of specialized services on projects approved by the Airfield Commission.
  • Participates and provides expertise to the Airfield Commission and other Town departments has may be required.
  • Recommends modifications and improvements to airport facilities.
  • Inspects, coordinates and directs activities concerned with facility maintenance including mowing, machinery and fence repair, light carpentry, painting, seeding and aeration.
  • Performs similar or related work as required, directed or as situation dictates.

SUPERVISION RECEIVED

The incumbent works from regulations, policies, goals, and objectives; assumes direct accountability for results; incumbent is expected to resolve all conflicts which arise and coordinate with others as necessary. The Manager works under the direct supervision of the Airport Commission and the Conservation Commission.


SUPERVISION EXERCISED

The incumbent typically formulates or recommends goals and develops plans for achieving short and long-range objectives; operating guidelines and work operations; accounts for effective use of funds and staff provided; coordinates efforts within the unit, delegates authority to subordinates and holds them responsible for the performance of their work; reviews work in terms of accomplishment of program objectives and progress reports, approves standards establishing quality and quantity of work


ACCOUNTABILITY

Duties include primary responsibility for major functional and technical processes, service delivery, and contribution to organizational plans and objectives and fiscal responsibility for the airport including buildings, equipment and staffing utilization. Consequences of errors, missed deadlines or poor judgment could jeopardize operations or have financial and legal repercussions.


JUDGEMENT

Guidelines, which may be in the form of regulations or organizational policies, general principles, legislation or directives that pertain to a specific functional area, only provide limited guidance for performing the work. Extensive judgment and ingenuity are required to adapt existing methods and approaches for accomplishing objectives or to deal with unusual situations within the limits of the guidelines, procedures or policies; exercising considerable initiative, creativity and independent judgment in the planning, administration and execution of airport operations..


COMPLEXITY

The work consists of employing many different principles, techniques and practices relating to daily activities.


NATURE AND PURPOSE OF CONTACTS

Relationships are constantly with co-workers, the public, individuals from other organizations, and representatives of professional organizations. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance, including practices, procedures, regulations or guidelines. May be required to discuss controversial matters where tact is required to avoid friction and obtain cooperation.

Incumbent has a high degree of interaction with the general public, FAA, Mass DOT, town officials and airport tenants. Contacts are in person, by telephone, and by email and involve an information exchange dialogue.

EDUCATION AND EXPERIENCE

High School Diploma or GED with a minimum of 2 years experience in airport operations. Requires a valid Motor Vehicle Operator’s License. Must meet minimum qualification standards of the Massachusetts Aeronautics Commission with regard to licensure for Airport Manager’s, all in accordance with 702 CMR sections 5.00 through 5.09.

Must be a seasonal/full-time resident of Martha’s Vineyard during the time in which the facility is functioning and in full service.


KNOWLEDGE, ABILITY AND SKILLS

Knowledge: Considerable knowledge of airport operations, practices and methods as applicable to a municipal setting; knowledge of applicable local, state and federal policies, laws and regulations affecting airport activities; working knowledge of emergency procedures and aircraft firefighting techniques; knowledge of contract administration.

Ability: Ability to read technical literature. Ability to communicate effectively, orally and in writing and to read, interpret, apply and explain rules, regulations and policies. Ability to maintain a variety of airport related data and information and to prepare accurate and meaningful records and reports. Ability to supervise other employees and operate basic turf maintenance equipment.

Skill: Excellent organizational and time management skills. Skill in Airport facility maintenance and management.

Limitations of use must be properly posted as NOTAMs; the fuel tank and dispensing system is managed according to best industry practices in compliance with MASS DEP regulations.

VHF and telephone communications with individuals seeking information about the Airfield are answered.


WORK ENVIRONMENT

The nature of duties may involve continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. Work may be continually performed outdoors, regardless of weather conditions.


PHYSICAL, MOTOR, AND VISUAL SKILLS

Physical Skills

Work requires considerable intermittent physical strength and effort daily, such as lifting heavy objects, carrying the object(s) and stacking them or moving them. In addition, reaching, pulling, pushing, standing or walking for the full work day may also be involved. Employee must occasionally lift and/or move objects weighing up to 30 pounds.

Motor Skills

The job requires motor skills for activities such as moving objects, using office equipment, including but not limited to using tools, operating controls, and constant reaching. Duties involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination.

Visual Skills

Visual demands require routinely reading documents for general understanding and analytical purposes. Vision and hearing at or correctable to normal ranges.
