Under immediate supervision of the CIP Manager, the TIRZ Analyst is responsible for the operational and financial management of Tax Increment Reinvestment Zones (TIRZ), ensuring program effectiveness and compliance. This position requires extensive coordination with internal and external stakeholders, financial oversight, and the development of TIRZ agreements and policies.
EXAMPLE OF DUTIES
WORK ACTIVITIES: • Oversee the operational and financial management of Tax Increment Reinvestment Zones (TIRZ), ensuring accurate management of funds and adherence to town policies.• Conduct detailed financial forecasting and regular audits of TIRZ revenues, expenditures, and contracts. Ensure timely and accurate monthly reconciliations of project accounts and fund balances.• Evaluate and authorize the disbursement of TIRZ funds, ensuring all transactions comply with established Town policies and financial guidelines.• Develop, manage, and oversee the execution of TIRZ agreements and related development agreements, ensuring compliance with regulatory and financial requirements.• Facilitate effective communication and collaboration among key stakeholders, including engineering, finance, planning, town management, Town Council, developers, and the public.• Participate in development meetings with town staff and developers to provide expert guidance on TIRZ policies, requirements, and compliance measures.• Collaborate with legal counsel to review, negotiate, and finalize agreements, ensuring all contractual obligations align with municipal policies and legal standards.• Maintain and manage comprehensive records of development agreements, construction statuses, reimbursement requests, invoices, change orders, and other contractual agreements to support transparency and accuracy.• Deliver presentations and provide strategic recommendations to the Town Council, boards, and commissions as required, supporting informed decision-making. Prepare and present the annual TIRZ report, along with any mid-year amendments, to ensure transparency, financial accountability, and alignment with town objectives.• May assist the CIP Manager with the financial administration of the Town's CIP• Other duties as necessary
