Position Summary

The Accounts Receivable Specialist is responsible for managing all functions related to accounts receivable to ensure the timely collection of revenue and the accuracy of financial records. This role involves maintaining account integrity, processing payments, reconciling accounts, and supporting the Finance Department with reporting and analysis. The position plays a vital role in supporting the Town's fiscal operations and delivering a high level of service to those contacted through the course of work.


Responsibilities and Reporting During an Emergency Situation: If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.


EXAMPLES OF ESSENTIAL DUTIES

  • Process and apply payments (checks, cash, credit cards, and electronic transfers) to appropriate accounts.
  • Ensure accuracy and timeliness in posting payments to the accounting system.
  • Communicate with residents, businesses, and other entities to resolve outstanding balances or discrepancies.
  • Respond to customer inquiries professionally and promptly.
  • Reconcile customer accounts and resolve discrepancies.
  • Draft standard correspondence related to delinquent accounts and initiate appropriate collection procedures.
  • Generate and distribute invoices and billing statements in accordance with Town practices.
  • Maintain updated customer files and account records, including address changes and account status updates.
  • Prepare and distribute regular reports, including accounts receivable aging reports and cash flow projections.
  • Analyze AR data to identify trends, issues, or areas for improvement.
  • Ensure compliance with municipal accounting policies and applicable regulations.
  • Collaborate with Finance and other departments to address billing and payment issues.
  • Perform grant billing, track reimbursements, and manage related documentation.
  • Reconcile monthly revenue and operating bank accounts; assist in monthly revenue reporting.
  • Maintain digital records and file management using the Town's SharePoint Drive.
  • Attend meetings, participate in training, and assist with administrative support as needed.
  • Participate in emergency response duties as directed.
  • Perform other related duties as assigned.

REQUIREMENTS:


Education, Certification, and Experience:

  • High school diploma or GED required; Associate's degree in accounting, finance or related field preferred.
  • Minimum of two (2) years of relevant experience in accounting.
  • Certified Accounts Receivable designation preferred.

Knowledge, Skills, and Abilities:

  • Proficiency in Microsoft Office Suite and accounting software.
  • Strong knowledge of government and municipal accounting principles.
  • Excellent attention to detail, accuracy, and organizational skills.
  • Strong communication and interpersonal abilities.
  • Ability to manage multiple tasks and meet tight deadlines.
  • Ability to work independently as well as collaboratively in a team environment.
  • High level of integrity and discretion in handling confidential information.
  • Proficiency in written, verbal, and electronic communication.
  • Ability to create and maintain spreadsheets, databases, and professional reports.
  • Strong customer service orientation and professional demeanor.


Physical Requirements:

  • Task involves some physical effort in standing, bending, stooping, stretching and walking, or frequent moderate lifting (20 pounds); and standard dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment.
  • Tasks may involve extended periods of time working at a desk in front of a computer.


Environmental Requirements:

  • Task is regularly performed without exposure to adverse environmental conditions.


Sensory Requirements:

  • Task requires sound perception and discrimination.
  • Task requires visual perception and discrimination.
  • Task requires oral communications ability.
