THE OPPORTUNITY
The Public Works and Engineering Director is a demonstrated strategic leader with a servant leadership approach who is responsible for the planning, management, and oversight of the Town's Public Works and Engineering functions. This position provides vision, leadership, and expertise for public infrastructure, utilities, stormwater systems, streets, fleet, facilities, traffic, transportation and engineering projects. The Director ensures compliance with local, state, and federal regulations while implementing policies and achieving goals set by the Town’s Board of Trustees and the adopted Strategic Plan. The Director will be a recognized leader in the region with significant background in best management practices and using data and analytics to drive business decisions.
The Public Works and Engineering Director reports to the Deputy Town Manager and collaborates with other departments, external agencies, and community stakeholders to maintain and improve the Town’s infrastructure and services.
WHAT YOU WILL BE DOING
- Direct and oversee all activities of the Public Works and Engineering Department, including transportation systems; utilities; stormwater management; traffic; fleet including equipment replacement and maintenance; and facilities maintenance.
- Responsible for planning, organizing, budgeting, directing, approving, staffing, supervising, and leading departmental resources.
- Prepare, submit, and manage the department's annual budget, including related funds and capital improvement projects (CIP).
- Provide overall direction and leadership for department staff, including recruitment, direction of work, training, and performance evaluation.
- Oversee project design and construction inspection services.
- Develop and update master plans and CIPs for transportation, stormwater, and water systems.
- Act as or oversee the Town's Traffic Engineer, coordinating traffic improvements and conducting technical reviews.
- Manage the Town’s water rights portfolio to optimize the delivery and use of water to which the Town is entitled. Identify and evaluate for acquisition various water rights or water storage projects to ensure adequate water supplies for the future.
- Represent the Town at regional meetings and technical advisory committees related to transportation and water resources.
- Ensure compliance with all local, state, and federal regulations, including OSHA, DOT, and EPA standards.
- Attend Town Board meetings to present reports, budgets, and strategic initiatives.
- Coordinate with external agencies, contractors, and utility providers.
- Serve as a technical advisor to the Town Manager, Deputy Town Manager, and Board of Trustees, providing recommendations on policies, standards, and development projects.
- Prepare written reports and memoranda, including Board of Trustees agenda memos and staff reports, on any of the activities managed by the department.

Salary : $150,000 - $195,000
