The Digital Media Specialist II leads the Town of Frederick’s digital media presence and strategy under the direction of the Deputy Public Information Officer. This position is responsible for developing, maintaining, and overseeing creative digital media content for all Town communications, including social media platforms, the Town website, the Frederick Flash, newsletters, posters, brochures, and flyers. Additionally, this position plays a key role in strategic content development, high-profile digital projects, accessibility compliance, and advanced website and video production tasks. The Digital Media Specialist II supports Town events, manages digital engagement initiatives, and ensures brand consistency across all platforms. This role also leads all Town departments in digital accessibility, ensuring compliance with WCAG 2.1 Level AA standards and promoting inclusiveness in digital communications.

 ESSENTIAL DUTIES 
The duties listed herein are illustrative of the essential duties of the job and do not include other nonessential or peripheral duties that may be required or assigned. 
  • Leads digital media graphic creation for all internal and external Town communications, including but not limited to social media platforms, the Town website, the Frederick Flash, newsletters, posters, brochures, and flyers. 
  • Monitors community feedback and analytics from all communication platforms to track, compile, and analyze performance metrics. Submits timely reports for the Board of Trustees Administrative Reports.
  • Identifies trends and best practices to enhance user experience and increase community engagement. Implements and monitors accessibility compliance, mobile-friendly content, and brand guidelines. 
  • Retains consistent messaging using the Town’s Brand Style Guide and responds to inquiries in a professional manner to create positive engagement experiences with Town staff, residents, and community organizations. 
  • Assists in the development of accessibility policies and procedures, working to integrate these practices into the town's overall service delivery framework. 
  • Oversees all technical and content aspects of the Town’s website to manage advanced functions, including page development, restructuring sections, accessibility compliance, and digital document remediation. 
  • Advocates for the inclusion of accessibility considerations in all digital projects and initiatives, ensuring that accessibility is a core component of the Town's digital strategy. 
  • Conducts regular audits and assessments of the Town's digital platforms to ensure compliance with WCAG 2.1 Level AA standards.
  • Leads Town website quality assurance standards by monitoring and correcting misspellings, broken links, content, and accessibility, and serves as an information resource and trainer for internal staff on these standards. 
  • Provides critical support to the Communications and Engagement team by creating promotional materials, maintaining messaging consistency, and actively assisting with event execution before and during Town events and community programs, driving participation and outreach. 
  • Is responsible for video production projects, including, but not limited to recruitment videos, event promotion and recaps, and marketing videos for Town programs and initiatives. 
  • Performs and coordinates Town photography, headshots, and videography efforts to maintain a high-quality media library for the Town’s use. 
  • Serves as a key contributor to communication tools such as mass notification systems like CivicReady, Zencity, and the Town App by ensuring timely and effective updates, critical alerts, feedback updates, and public service communications. 
  • Cultivates interdepartmental relationships to highlight Town projects and updates, recommends process improvements to align with strategic goals and brand, and supports the Communications and Engagement team in realizing the Town's Strategic Plan. 
  • Other duties as assigned within the Communications and Engagement Department. 
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES 
  • Previous experience executing principles and practices of marketing, communications and/or digital media.
  • Ability to work a flexible schedule that will include evenings and weekends.
  • Exceptional attention to detail.
  • Strong project management skills.
  • Highly organized with ability to multi-task, establish priorities and follow them through to completion.
  • Ability to work independently and as part of a team.
  • Ability to generate creative ideas and continuously look for ways to improve.
  • Strong relationship building, conflict resolution and mediation skills.
  • Experience with Microsoft Office required; experience with Adobe Creative Suites including InDesign and Light Room, Canva, graphic design and video editing highly preferred.
  • Energetic, positive and outgoing, while able to maintain a professional demeanor.
  • Excellent written and verbal communication skills.
EDUCATION, EXPERIENCE AND TRAINING
  • Four to five years of experience in marketing, digital communications, or related field, with a strong focus on social media, website management, and video production.
  • Bachelor's degree in Marketing, Communications, Digital Media/Marketing, Business, or a related field preferred.
  • Demonstrated experience managing large-scale digital projects and leading high-impact content creation initiatives.
  • Certified Drone Pilot with current FAA Part 107 Drone Certification is preferred.
  • Technical competency in utilizing meeting recording tools and closed captioning software, ensuring accessibility and accuracy preferred.
  • Any equivalent combination of experience and education that provides the knowledge and abilities necessary to perform the essential functions of the position.

While performing the duties of this job, the employee is regularly required to talk, see and hear, and to use hands to finger, handle, touch or feel. The employee is frequently required to stand, walk, sit, and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 40 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.  Most work is performed in a typical office setting; however, outdoor events will require the employee to work in and be exposed to all weather conditions including but not limited to extreme heat, extreme cold, sun, wind, snow, etc.  The noise level is usually moderate.
