General Statement of Duties
Manages the human resources information in the Town’s Human Resources Information System (HRIS) for all Town and Board of Education employees (excluding certified staff). Serves as a resource and troubleshooter on human resources data issues. Oversees new hire on-boarding and orientation and assists with complex recruitments.
Qualifications
Education and Experience:
Bachelor’s degree from an accredited college or university in Human Resources, Information Technology, or closely related field; plus five (5) years of responsible, human resources experience overseeing HRIS functions on behalf of a large organization. PHR certification desirable.
Qualifications:
Demonstrated knowledge of the automated application of personnel administration and Human Resources Information System principles, practices and procedures.
Demonstrated knowledge of the components of an automated payroll system, including system codes, tables, pay data entry, report writing and interpretation and correction of system errors.
Proven knowledge of pertinent federal and state laws governing employment law, as well as wage and hour guidelines.
Proven ability to interpret, explain and enforce terms within the Town’s collective bargaining agreements and human resource policies.
Demonstrated proficiency in the use of Microsoft Office products, including Excel and Access, as well as industry-specific HRIS software.
Demonstrated initiative and independent judgment.
Proven ability to maintain confidential information.
Demonstrated ability to communicate effectively, both orally and in writing.
Proven ability to establish and maintain effective professional working relationships with supervisors, colleagues and stakeholders.
Examination: 100% Training & Experience Assessment
The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. This type of examination requires that you completely fill out the application, adding pages for additional relevant information where needed, and attaching any documentation of certificates, degrees, other significant documents, etc. A candidate's eligibility to be interviewed will be based solely on material submitted at the time of application. Reports to: Assistant Director of Human Resources
Duties and Responsibilities:
Works collaboratively with the payroll division to ensure information in the HRIS system results in accurate pay for employees.
Regularly audits data in the HRIS system; assists with internal and external audits.
Implements historical edits in the automated timekeeping system.
Monitors accruals and leave time calculations; resolves problems and discrepancies.
Coordinates new hire orientation and the on-boarding process for new employees.
Oversees the Town’s compliance with the electronic Form I-9 verification system.
Ensures human resources data complies with privacy regulations as wells as document retention policies.
Generates and maintains a variety of HRIS data reports; responds to statistical requests from the Department of Labor.
Works with departmental stakeholders to develop and support the human resource data reporting within the ADP reporting module.
Responsible for special projects requiring an understanding of human resources principles and the Town’s specific technical HRIS/payroll system.
Stays current with the latest versions of the HRIS/Payroll system and its related applications; recommends improvements in processing and controlling the automated HRIS/Payroll system.
Assists with the recruitment process for new hires.
Provides customer service in a professional and courteous manner.
Supports Town policies and philosophies.
Performs other related work as required.

All positions may be subject to an interview process. The Town reserves the right to limit the number of qualified candidates who will be invited to participate in the examination, or any part thereof.
All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position.
