Assists with the preparation and administration of the Town’s annual budget and performs ongoing analysis and technical support for budgetary and collective bargaining processes.Education and Experience:
Bachelor’s degree in Finance, Accounting or related field from an accredited college or university; plus five (5) years of financial and/or budgeting experience; municipal experience preferred. 

Qualifications:
Demonstrated knowledge of the principles and best practices of accounting.  

Proven knowledge of the principles and practices of public administration and municipal management analysis.

Demonstrated knowledge of laws and regulations relating to finance and budgeting procedures determined by federal, state and local agencies.

Proven knowledge of Microsoft Office including Word, Excel and Access, as well as industry-specific software programs.

Demonstrated ability to present technical financial information in a clear and concise manner to non-technical policy makers and to the public.

Proven ability to plan, organize and implement the policies and procedures of a municipal program. 

Proven ability to establish and maintain effective working relationships with superiors, associates, Town officials, and Town staff.

Demonstrated ability to analyze costs, budgets and other financial data and to prepare financial reports supporting recommended cost savings, financing options or other financial recommendations.

Demonstrated ability to understand the basic elements of collective bargaining agreements in order to prepare cost of contract information for use in the collective bargaining process.

Proven ability to research, compose and present reports.

Reports To: Budget and Systems Management Director

Duties and Responsibilities:
Works with the Board of Estimate and Taxation, Representative Town Meeting, Town Departments, and the public to develop the annual budget and inform/explain the budget to associated parties.  

Monitors operating and capital spending; anticipates business requirements, trends, and variances; develops action plans; measures and analyzes results; initiates corrective actions; minimizes the impact of negative variances.

Inputs monthly approved interim changes to the budget.   

Compiles, analyzes and creates reports for financial information used in the collective bargaining process.

Provides a cost of contract analysis for Town collective bargaining agreements.

Prepares and distributes various budget documents.

Acts on behalf of Director during periods of their absence.

Oversees the general ledger interface with the Town’s payroll software system, including earning and account code table maintenance, file creation and import into the Town’s financial software.

Manages the interface between the Town’s financial system and the State’s standard chart of accounts.

Calculates fringe benefit rates and when appropriate, charges various department for the benefits. 

Assists in month-end and year-end closing process.   

Prepares monthly and quarterly general ledger expense analysis and account reconciliations.

Serves as liaison with external auditors.  

Develops custom reports for Town Departments and Board of Education; prepares various government reports.  

Supports Town policies and procedures. 

Performs other related duties as assigned.All positions may be subject to an interview process.  The Town reserves the right to limit the number of qualified candidates who will be invited to participate in the examination, or any part thereof.

All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position.

The Town of Greenwich has implemented a policy of background investigations all full and part time positions prior to hiring as part of the reference checking procedures for outside candidates. The investigation will only be conducted as the last step prior to an offer. Refusal to sign the release form will terminate the candidate's further consideration.
 
   

Salary : $110,000 - $140,000
