What are the responsibilities and job description for the Traffic Operations and Maintenance Foreman position at Town of Greenwich?
Preference will be given to current Town of Greenwich employees who are members of Teamsters Local 456.Experience and Education:
High School or Trade/Vocational School diploma, plus five (5) years experience in the repair and maintenance of traffic signal systems and signage. Experience must be within the last 10 years and include supervisory experience.
Licenses and Certifications:
Valid Commercial Driver’s License (CDL), Class A or B.
International Municipal Signal Association (ISMA) Traffic Signal Technician I certification.
ISMA Work Zone Temporary Traffic Control Technician certification.
Must obtain ISMA Traffic Signal Field Technician II certification and ISMA Signs and Pavement Markings Technician I certification within six (6) months of appointment.
Qualifications:
Demonstrated knowledge of electrical theory, microprocessor based traffic controllers, traffic related software systems and computer applications.
Demonstrated expertise in testing, repairing and maintaining traffic control systems using appropriate methods, tools, and equipment.
Demonstrated proficiency in the operation of a personal computer, Microsoft office suite, and industry specific software.
Demonstrated knowledge of highway construction procedures, including the Manual of Uniform Traffic Control Devices (MUTCD).
Proven ability to analyze and apply traffic signal plans, drawings and diagrams.
Proven ability to maintain accurate records and to produce clear, comprehensive oral and written reports.
Proven ability to establish and maintain effective working relationships with contractors, employees, officials and the public.
Proven ability to fabricate signs, using the appropriate software, and to lay out and paint traffic markings.
Demonstrated physical ability to perform all job functions, including lifting up to 50 lbs., pushing up to 20 lbs., climbing, walking, bending and standing or sitting for extended periods of time.
Demonstrated ability to operate a bucket truck and snow removal equipment.

Duties and Responsibilities:
Supervises the installation, maintenance, and repair of traffic control systems, street markings, camera systems, street lighting, roadway painting, street signs, and traffic count equipment.
Oversees the activities of outside contractors and vendors.
Coordinates with other departments to implement traffic control systems for capital improvement projects within the Town.
Tracks and documents maintenance activities, including emergency, preventative and outsourced work, using DPW’s Asset Management Program.
Prepares damage reports for risk management insurance reimbursements.
Ensures response to traffic signal emergencies on a 24-hour basis, as required.
Ensures response for snow and ice removal operations on a 24-hour basis, as required.
Assists in maintaining street and parking lot lighting.
Coordinates work with utility companies.
Reviews and implements traffic signal plans.
Evaluates cost estimates and approves invoices from vendors and contractors.
Manages inventory for Highway Department traffic operations.
Researches and recommends new traffic products for purchase.
Prepares and maintains documents, records and files, including traffic signal plans and traffic infrastructure inventories
Implements DPW’s traffic safety program related to Highway Traffic operations.
Performs related work as assigned.
