Job overview:
The position is responsible for the planning, organizing and supervision of inspection work to enforce the provisions of the state building code and Chapter 22, Section 13A to ensure compliance with life safety, structural, light, ventilation, and other pertinent local bylaws; oversees the issuance of required permits applicable to building construction; reviews plan for zoning compliance. Administrative, technical and inspection work related to the enforcement and interpretation of the Massachusetts Building Code, local zoning ordinance and other applicable codes relating to building construction and design, all other related work, as required.
Responsibilities and Duties:
- Oversees Building Department staff and operations
- Performs Building Inspections, zoning enforcements and applicable investigations.
- Ensures buildings under various stages of construction meet Massachusetts Building Code, local zoning ordinances, and other pertinent state and local regulations; inspects safety conditions of existing buildings
- Investigate complaints to ensure compliance with bylaws and building codes
- Enforces the requirements of special permits issued by the Zoning Board of Appeals or the Planning Board
- Responds to emergencies concerning buildings and natural disasters (on call 24/7)
- Enforces occupant loads in commercial buildings
- Conducts annual inspections for commercial buildings
- Assist with inquiries from the General Public, Town Departments, Fire and Police Departments
- Reviews plans and documents for building construction or alternation for compliance with state codes, access regulations, local zoning ordinances, and other applicable regulations, special permits, and their proposed use for compliance with life safety, structural, light, ventilation, and all other local and state regulations. Reviews project plans for conformance to 780 CMR and zoning codes
- Conducts Life Safety for all residential and commercial buildings
- Maintains posted office hours adequate to serve the needs of the public.
- Performs various administrative functions; issues building permits; coordinates inspections and appointments; responds to telephone and written requests for information
- Maintains daily log of inspections, applications issued, permits granted, approvals and fees collected
- Provides monthly activity reports to the Town Administrator
- Attends meetings and hearings
- Collects signs not allowed or permitted on Town property
- Prepares annual departmental budget requests and monitors spending
- Performs other related job duties as required or not listed above
Knowledge, Skills, and Abilities:
- Knowledge of MA General Laws related to essential functions
- Knowledge of materials, methods and equipment used in building construction and MA Building Code, local zoning ordinances, and other applicable state statutes, rules, and regulations.
- General Knowledge of the accepted requirements for building construction, fire prevention, light, ventilation, and safe egress.
- Working knowledge of MA Public Records and Ethics Laws.
- Ability to multitask and manage conflict.
- Ability to communicate effectively both orally and in writing
- Ability to maintain good public relations and effective collaboration with Town Departments, department heads, fellow employees, officials, and the general public and respond in a courteous and professional manner.
- Ability to meet deadlines and work independently
- Ability to read blueprints, drawings, and plans
- Ability to enforce regulations firmly, tactfully, and impartially
- Ability to interact appropriately with the public and members of the building community
- Strong communication, problem solving, and customer service skills
- Proficiency in software applications customarily used by municipalities for word processing, spreadsheets, databases, and mapping.
Qualifications:
- Valid Class D motor vehicle Operator’s License
- MA state Certified Building Official
- MA Construction Supervisor’s License (unrestricted)
- Previous experience as a Building Official preferred
