The Town of Harrisburg currently has an employment opportunity for a Human Resources Specialist in our Human Resources Department. An employee in this class provides a variety of specialized programmatic and administrative support tasks for the Human Resources Department with an emphasis on talent acquisition, human resources information system/database information, payroll, salary and benefits administration, and associated employee and vendor contact. Responsibilities include assuring personnel transactions comply with laws and policies; creating and maintaining computerized employee records and files; administering employee enrollments into the benefit plans and troubleshooting benefits problems; conducting onboarding and employee orientation; completing a variety of required State, federal, and departmental forms and reports; performing periodic analysis and audits of various benefits and policy programs to ensure accurate enrollment and payroll data. Assist in the recruitment process to include, but not limited to ensuring selected candidates meet minimum qualifications, preparation of interview packets, answering inquiries, scheduling and participation in interviews, and handling of pre-employment screening. Employees must exercise independent judgment, discretion, attention to detail, and initiative in completing assignments and handling various personnel matters. Work requires knowledge of the laws and regulations affecting human resources administration, judgment, and initiative in the administration of programs and policy interpretation and application, understanding of human behavior and organizational development, and sound judgment in maintaining confidentiality regarding personnel actions. Considerable tact is required due to frequent exposure to the general public, other governmental jurisdictions, and Town employees. Duties are performed under the general supervision of the Assistant Human Resources Director and performance is evaluated through discussions, observation, conferences, reports, and the results of tasks performed.
Desirable Candidate
Requires graduation from an accredited college or university with a bachelor’s degree in human resource management, public administration, organizational psychology, safety programs, or related human resources field and professional level experience in human resource management, or an equivalent combination of education and experience. Must have a valid NC Driver’s License. Prefer Professional in Human Resources Designation (PHR) and Society of Human Resources Management Certified Professional (SHRM-CP).
