What are the responsibilities and job description for the Human Resources Specialist position at Town of Herndon, VA?
The purpose of this position is to lead and facilitate HR and organizational initiatives such as employee training, professional development and the implementation and administration of a Learning Management System (LMS). This position plays a key role in advancing broader workforce development strategies and programs through modern tools and technologies. It supports programs and compliance through assisting with policy analysis and implementation and integrating technologies.
Duties and Responsibilities:
Learning Management System (LMS):
1. Lead the configuration and implementation of an LMS, tailored to local government needs.
2. Maintain and administer the LMS, including user access, course assignments, compliance tracking and reporting.
Training and Development:
1. Design and deliver training programs that meet the professional development needs of employees across various town departments. Collaborate with departments to identify training gaps and create targeted learning paths including mandatory training (ethics, safety, compliance) and leadership development.
2. Evaluate program effectiveness using feedback and learning metrics to make data-informed improvements.
Technology and Innovation in Learning:
1. Research, recommend, and implement digital tools and strategies to enhance training delivery (e-learning modules, video tutorials, virtual classrooms).
2. Stay up to date with training standards, workforce development best practices and advancements in training technologies.
3. Promote digital literacy and adoption of new tools across departments.
Compliance and Reporting:
1. Track and report training completion to ensure compliance with federal, state, and local mandates (e.g., OSHA, EEOC, harassment, state-mandated training).
2. Provide regular updates to HR leadership and department heads on training metrics, trends and outcomes.
Human Resources Information System (Munis ERP) and Project Management:
1. Recruitment module implementation.
2. Performance management evolution of current program.
3. Career progression program support
4. Succession planning support.
5. Overall ERP and project management, with focus on enhancement of HR utilization of available technology.
Other HR Duties:
1. Drug testing backup.
2. Disciplinary procedural backup.
3. Policy analysis and implementation.
4. Compliance management.
5. Special projects lead.
6. Plan administration for retirement plans backup.
7. Compensation analysis and implementation.
8. Processes purchasing requests.
9. Conducts surveys and audits as required.
10. Interviews, screens and refers callers; answers various inquiries; provides information on departmental services and functions.
11. Assists support staff in other areas as needed.
12. Leads and attends meetings.
13. Provides excellent customer service with professional communication at all times.
14. Performs other duties as required.
Employee Support and Communication:
1. Serve as a resource for employees and supervisors.
2. Develop user guides, FAQs, and conduct information sessions to support system rollouts and updates.
- High school diploma or GED required
- Bachelor’s degree in a closely related field preferred (i.e. Human Resources, Public Administration, Business Administration, Instructional Design, Educational Technology, or a related field)
- Minimum of five years of progressively responsible experience in HR required.
- Experience in training and development, or LMS implementation and administration required.
- Local or state public sector experience preferred
- Strong technical skills required, including familiarity with ERP & LMS platforms (e.g., Munis ERP, NeoGov LEARN preferred)
- Excellent written and verbal communication skills, with a focus on clear instructional messaging
- Ability to manage multiple priorities and projects in a complex, multi-departmental fast paced environment
- Human Resources certification strongly preferred - (e.g., PHR/SPHR, SHRM-CP, PSHRA-CP).
- Certification in instructional design, or LMS administration preferred.
- Knowledge of applicable employment laws to include but not limited to, workers comp, EEO, Department of Transportation, compliance training standards.
- Valid driver’s license with acceptable record preferred
