The purpose of this classification is to allocate this responsibility for regulatory compliance program development, implementation and monitoring that meets the expected goals of complying with mandated regulatory agency requirements.  An employee in this position will oversee the Utility Laboratory and help coordinate operations and activities of various divisions of the Utilities Department, including Water Treatment Plant Operations, Water Treatment Plant Maintenance, Water Quality Laboratory, Water Distribution System, Stormwater Utility and other areas as assigned to ensure continuous water quality control and regulatory compliance.

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.


Provides oversite of all regulatory compliance and operating permit requirements for Jupiter Utilities Water and Stormwater Utilities. Regulatory permitting related to construction projects for the Water and Stormwater Utilities are not functions of this job description. 


Develops implements and monitors department wide regulatory compliance programs. Serves as liaison with regulatory agencies, county departments and the public. Ensures compliance with all permit requirements and regulatory requirements; reviews reports, logs, analyses, operational data, and other documentation required for permit compliance; prepares permit applications and registrations required by local, state and federal agencies; ensures preparation and submittal of all required reports to regulatory agencies within designated timeframes. 


Conducts compliance inspections in conjunction with regulatory agencies, including representatives from Florida Department of Environmental Protection (FDEP), Florida Department of Health (FDOH), and Palm Beach County Department of Environmental Resource Management (PBC DERM).


Oversees laboratory operations and procedures to maintain certification with State of Florida. Serves as Quality Assurance Officer and/or Technical Director of Utility certified lab. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise related to sampling and analysis programs of raw water supplies, treated water within the facility and distribution system and waste streams. Analyzes plant and laboratory reports and directs the adjustment of processing methods to improve efficiency and to maintain continuous compliance with regulatory permits and requirements. Serves as primary contact for customer water quality concerns. 


Compiles information and statistical data to prepare various reports/forms relating to water treatment plant operations; analyzes data and identifies trends; prepares data graphs and production reports and submits to Utility Management.


Provides input for design, plan review and coordination of water treatment related construction projects, working with Utility CIP staff, design engineers and consultants. Assists Chief Plant Operator to coordinate interruption of plant operations as needed to facilitate construction projects.


Manages water plant service contracts including but not limited to: outside laboratory services, compliance consultants, well rehabilitation program, and outside contracts, as needed.


 Coordinates and assists with Chief Water Plant Operator with water treatment plant operations in accordance with all established regulations, standards, and procedures; verifies adequate water production and flows, proper water treatment, correct treatment plant water blends and proper plant functions; monitors routine process series/analysis on finish water and finish water blends; reviews raw water sampling analyses; reviews raw water series; monitors proper parameters for finish water quality goals; monitors chemical levels in water; determines need to change various chemical dosages based on lab results and discussions with operations staff; and verifies all proper operations in cooperation with Utility Management.


Coordinates with the Town Community Relations Department for the development and distribution of the annual Consumer Confidence Water Quality Report, and various community outreach programs. 
 
 Consults with Utilities Systems Manager, Utilities Director, Assistant Director of Utilities, Utilities Engineer, or other officials to review water treatment plant and laboratory operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
 

Coordinates operation and maintenance of the distribution system with the Utility Field/Services Manager(s) related to water quality complaints and/or compliance issues. Reviews water quality data to ensure compliance with all regulatory water quality standards. Analyzes unique, complicated and difficult complaints from customers to determine causes and initiate problem resolution. Ensures regulatory compliance deadlines and requirements for the Cross Connection Program are achieved. 


Coordinates with Stormwater Utility Management Team related to stormwater water quality concerns and/or compliance issues. Ensures regulatory compliance deadlines and requirements for the Non-Point Discharge Elimination System (NPDES) program and the Stormwater Utility 4E permit are achieved. 
 

Develops training programs with Water Utilities staff on treated water quality goals, in the use of new laboratory equipment and/or pilot test units; trains staff in new/revised operating procedures. Educates staff of regulatory compliance requirements and upcoming regulatory changes, trains and assists Water Utilities department staff in effective and efficient methods for program compliance including but not limited to utility related process safety, chemical hygiene, employee safety, backflow prevention, wellfield protection programs; develops internal safety training programs.


Coordinates with the Chief Plant Operator towards employee licensing, and certification programs.


Reviews and comments on proposed legislation, regulations and policies of local, state and federal agencies for impact to the Utilities Department.
 

Oversees operation of Utility pilot test units including develop of testing and research programs, special studies and projects in cooperation with Utility Management and consultants, coordination with staff to conduct daily monitoring and sample collection, compiling data and developing charts, evaluation of trends, preparation of reports and presentations to discuss with Utility Management and consultants


Plans, coordinates and approves the work of professional and technical staff; reviews plans and studies in conjunction with consultant engineers; participates in discussions concerning alterations and extensions of facilities; provides input in designing and writing specifications for treatment plants and chemical specifications; assists with preparation of designs, project specifications, reports and/or presentations.


Promotes positive public relations; conducts plants tours.
 
Assists in the preparation of division goals, policies, procedures and budgets.


ADDITIONAL FUNCTIONS

Performs general/clerical tasks, which may include opening/closing office, answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
 
Writes performance evaluations; issues counseling forms/disciplinary actions; handles employee complaints and grievances, recommends the hiring, firing and promotion of staff.
 
Provides assistance to other employees or departments as needed.
 
Performs other related duties as required.

Bachelor’s Degree in Environmental, Chemical, Civil Engineering or closely related field.

Two (2) years previous experience or training related to water quality, water utility operations or regulatory compliance.  This position requires both a high level of independent professional judgment and decision making of considerable difficulty. 

Master’s Degree and ability to obtain Professional Engineer (PE) licensure is preferred. 

For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Data Utilization:  Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.  Considerable knowledge of the terminology, principles and analytical techniques of the physical or natural sciences related to water chemistry, water treatment and regulatory rule interpretation.  Considerable knowledge of data collection and analysis principles and procedures for program evaluation/management.  Ability to maintain records and prepare reports.
 
Human Interaction Requires the ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility; and the ability to listen patiently and communicate clearly with management, employees, consultants and customers. Ability to understand and apply rules, regulations, policies and procedures relating to utility safety, health and environmental programs as mandated by OSHA, EPA, FDEP, SRWMD, Health Department and Risk Management. Ability to coordinate on an interagency basis and coordinate multiple projects.  Ability to communicate both orally and in writing with staff and subordinates.
 
Equipment, Machinery, Tools, and Materials Utilization:  Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions in an office setting. Knowledge of microprocessors and other instruments used in process control systems. Considerable knowledge of the principles, practices, machines, equipment, materials and operating and maintenance procedures of a modern automated treatment plant.  Knowledge of modern laboratory techniques and procedures.


 Verbal Aptitude:  Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information and to compose complex agreements, resolutions, ordinances, policies, procedures, and performance management documents. Ability to interpret technical information and write technical reports, letters and programs.
 
 Mathematical Aptitude Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; and the ability to perform mathematical operations involving complex algebraic, geometric, and statistical principles and formulas.
 
 Functional Reasoning:  Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Ability to determine work priorities, direct workflow, recognize work objectives and apply time management techniques.
 
 Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.  Thorough knowledge of the principles and practices of utility operations.  Thorough knowledge of modern developments, current literature and trends in the field of Water Utilities.
