What are the responsibilities and job description for the Utility Field Representative position at Town of Jupiter?
PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide customer service for the utility billing operations, to include reading water meters, recording water consumption for use in billing customers, installing and maintaining meters, and collecting delinquent payments on customer water accounts.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Performs customer service functions; meets with customers in the field to answer questions, provide assistance and relay information related to water meters, water consumption, water leaks, billing issues, procedures; responds to routine questions, complaints, requests for service; investigates abnormal readings and initiates problem resolution; drives and maintains utility truck to conduct meter-reading activities.
Reads water meters via automated reading technologies or manually within designated timeframes; enters water consumption data from the meter into a laptop computer; reads and records meter registers; records data and confirms the accuracy of readings.
Locates water meters and performs service work and re-reads on established routes. Disconnects water service for termination of service, non-payment of bills; connects/reconnects water service for new accounts, payment of delinquent bills.
Performs routine physical maintenance functions outside in regards to water meter devices and meter boxes. Pulls meters and/or registers from service, installs meters and/or registers to service. Programs meter registers to work with meter reading software and infrastructure. Perform maintenance or identification of service points. Enters, edits, and verifies work order data in the work order management software.
Tests meters to ensure proper operations and accurate readings; inspects/observes condition of meters; reports faulty equipment or any necessary repair/maintenance work.
Additional Functions
Provides response to after-hours calls or to emergency situations and assistance to other employees or departments as needed.
Minimum Qualifications
High school diploma or GED.
One (1) year of experience and/or training involving customer service or public contact, or service repair work, or meter reading; or equivalent combination of education, training, and experience which would provide the necessary knowledge, skills, and abilities.
Must possess and maintain a valid Florida driver’s license. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Must be able to obtain and maintain a Customer Service Level I certification within two (2) years of hire date.
Must possess or obtain one (1) Utility approved customer service training certification within the first year of appointment to this position.
PERFORMANCE APTITUDES
Data Utilization: Requires the ability to calculate and/or tabulate data. Includes performing subsequent actions in relation to these computational operations.
Human Interaction: Requires the ability to exchange information for the purpose of clarifying details within well established policies, procedures and standards.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division. Requires work with fractions and decimals and other relational computational functions.
Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.
