JOB SUMMARY
Under the general supervision of the Finance Director, the position of Accountant is responsible for a variety of accounting functions. This work requires the use of independent judgment and discretion in the application of professional accounting techniques. Many of the day-to-day tasks require resolving finance-related issues for external customers and internal employees.
ESSENTIAL JOB FUNCTIONS
- Prepares financial reports of all types, including the reports required in period and special audits of the Town’s financial administration
- Uses advanced knowledge in accounting and requires the consistent exercise of discretion and judgment
- Prepares tax reports including but not limited to sales tax, fuel tax, and 941 payroll tax returns
- Compiles and analyzes financial information to prepare journal entries.
- Prepares regulatory reports as required by State and Federal agencies.
- Prepares daily cash reports, accurate deposits and data entries to accounts.
- Performs monthly bank statement reconciliations or reviews reconciliation for completeness.
- Performs monthly/annual reconciliations or reviews reconciliations for completeness for Balance Sheet and General Ledger budgeted accounts as assigned by fund.
- Prepares bi-weekly payroll and associated reports as required or review payroll reports for accuracy and completeness.
- Issues purchase orders and processes invoices for payment against purchase orders. Processes all other payments for goods and services.
- Processes payments and cash receipts from the public, other agencies and other departments.
- Assists the Assistant Finance Director in completing required documentation for annual audits.
- Performs all tasks related to the Local Business Tax Receipts including answering customers’ questions and issue and renew business tax receipts.
- Runs the Sanitation Accounts Receivable System including billing functions and maintaining of accounts receivable files according to established Town policies & procedures.
- Provide customer service and answers calls relating to Sanitation
- Cross trains to provide assistance and back up to Accounting Technician in all phases of that position
- Performs other accounting and administrative functions for the Finance Director as assigned.
- Performs other related job duties as assigned.

QUALIFICATIONS
Education and Experience:
- Bachelor’s degree in accounting, Business, or a related field required; and
- Two years of experience in related field

Knowledge, Skills and Abilities:
- Strong knowledge of and the ability to apply Generally Accepted Accounting and Auditing Principles; Government Accounting, Auditing, and Financial Reporting; and Government Accounting Standards Board (GASB) requirements
- Skill in accurately completing mathematics and accounting functions
- Skill in preparing complex financial reports using advanced computer techniques and specific software programs such as Microsoft Excel, Microsoft Word and Tyler Technologies
- Ability to read and understand technical material, government regulations, and/or complex work instructions
- Ability to establish and maintain working relationships with other employees, Town officials, customers, and the general public
- Ability to plan projects, to work independently and under pressure, to make appropriate decisions, and to direct others as part of a project
- Ability to perform multiple tasks simultaneously
PHYSICAL DEMANDS
The work is sedentary work which requires exerting up to 10 pounds of force occasionally, and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Additionally, the following physical abilities are required: fingering, hearing, mental acuity, repetitive motion, speaking, talking, visual acuity, and walking.
WORK ENVIRONMENT
Work is performed primarily indoors without exposure to adverse environmental conditions (dirt, cold, rain, fumes).
