What You'll Be Doing
This position involves professional work within the Department of Utilities with a primary function of managing the design and construction of public utility projects. Work involves managing contracts that provide engineering, design, project and program management, utility coordination, property acquisition, testing and inspection, construction services and construction plans for the Department of Utilities’ Capital Improvement and 3R (Repair, Replacement and Renovation) Projects. This position provides assistance to customers, various Town departments, outside review agencies, architects, engineers and the general public in the construction, development, and maintenance of water and sewer infrastructure.

Required Qualifications
Bachelor’s degree with some course work in civil engineering, construction, or a related field, or equivalent combination of education and experience. Minimum of five (5) years of progressively responsible experience in civil engineering construction or construction management, including a minimum of three (3) years of water and wastewater systems and facilities; or equivalent combination of education and experience. Possession of a valid driver's license and a safe driving record.
Preferred Qualifications
Bachelor’s degree or master’s degree in civil engineering or related field. Certification as a Project Management Professional, (PMP), or certification as a Certified Construction Manager (CCM). Licensed as a Professional Engineer (PE) in the Commonwealth of Virginia. Certified Public Procurement Buyer (CPPB). Virginia Contracting Associate Certification (VCA). Bilingual in English/Spanish.

Consideration may be given to applicants for a Project Technician position who have experience in a related field but may lack the specific qualifications and experience required for the Project Manager position.
Project Technician – Utilities ($68,690 - $139,839 DOQ)
This position involves technical and project management work within the Department of Utilities with the primary function of managing the water and sanitary sewer utility projects. Work involves managing contracts that provide engineering, design, project and program management, utility coordination, property acquisition, testing and inspection, construction services and construction plans for the Department of Utilities’ Capital Improvement, 3R (Repair, Replacement and Renovation), and operational projects. This position provides assistance to customers, various Town departments, outside review agencies, architects, engineers, and the general public in the construction, development, and maintenance of water and sewer infrastructure.
Required Qualifications: HS/GED; extensive experience in water supply or wastewater utility construction, project management, inspections and/or maintenance, including considerable experience with water and wastewater systems and facilities; or equivalent combination of accepted education, training and experience; CPR/AED and First Aid certification or ability to obtain within six (6) months of employment; possession of a valid driver's license and a safe driving record.
