JOB SUMMARY

Under general supervision of the Town Engineer, assists with the planning and coordination of engineering activities for the Town, including the design and construction of capital improvement projects, engineering plan review and approval, construction inspection services, traffic and drainage studies, flood plain administration, and impact fee administration. EDUCATION/TRAINING/EXPERIENCE

Bachelor’s degree in civil engineering or related field, and a minimum of five years of experience; or equivalent combination of education and experience. Municipal work experience is preferred.

 

LICENSES OR CERTIFICATES

  1. Must be bondable.
  2. Valid State of Texas Drivers License
  3. Bachelor’s degree in Civil Engineering
  4. Texas Registered Professional Engineer License, or the ability to obtain one within six months of employment.

 

LANGUAGE SKILLS

  1. Ability to read, write, and speak English fluently.
  2. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.

 

OTHER SKILLS & ABILITIES

  1. Ability to establish and meet deadlines.
  2. Ability to read and interpret construction plans, specifications, designs, and other technical details.          
  3. Ability to establish and maintain good relationships with supervisors and other personnel.
  4. Demonstrate a willingness to perform duties in a team environment.
  5. Knowledge and skill in the use of a computer.
  6. Skills coordinating and managing multiple projects and/or assignments.
  7. Knowledge of AutoCAD and/or MicroStation, and GIS software.
  8. Knowledge of civil engineering practices and principles.
  9. Knowledge of construction engineering designs and specifications.
  10. Knowledge of materials, supplies and construction material requirements and specifications.
  11. Knowledge of City policies and procedures.
  12. Skill in effective oral and written communications.
  13. Skill in conducting inspections, investigations, and monitoring for compliance with rules, regulations, codes, and ordinances related to Development Services/Engineering Department services and programs.
  14. Skill in effectively supervising and delegating duties to assigned staff.
  15. Skill in resolving customer complaints and concerns.
  16. Knowledge in project management software and digital plan submissions.

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT           

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Office conditions; outdoor environment; exposure to conditions of construction and Public Works project sites including loud noises, dust, heavy vehicles and equipment; exposure to inclement weather; exposure to traffic and other hazards while conducting field inspections; exposure to moving vehicles and equipment, slippery surfaces, and other related conditions.

 

ESSENTIAL JOB FUNCTIONS                

  1. Reviews engineering plans submitted from consultants, surveyors, designers, and/or other applicable parties to provide stipulations, informational, technical, and recommended comments to the Development Review Committee, ensuring compliance with applicable Town rules, regulations, codes, ordinances, and/or other applicable design standards.       
  2. Interprets development related ordinances.
  3. Attends pre-construction conferences and ensures proper communication between project stakeholders.
  4. Respond to and resolve inquiries by the general public, developers, and organizations on specific engineering projects.
  5. Confers with property owners, developers, and registered surveyors on the preparation of development plans.
  6. Assists with the resolution of field related issues that arise during the construction process.
  7. Responds to a broad range of requests for information, service, or concerns from citizens and/or other interested parties.
  8. Gathers and analyzes data in order to respond to complaints from citizens and makes recommendations for solutions based on research findings.
  9. Creates, updates, and maintains reference materials, manuals, and brochures, which may also include forms, checklists, and other related information.
  10. Develops capital improvement project plans, budgets, and schedules.
  11. Implements capital improvement projects, including procurement, contract administration, and documentation.
  12. Assists with the development of engineering design criteria and construction details.
  13. Assists with the development of short- and long-range planning initiatives.
  14. Travels to conduct construction inspections, site visits, and off-site meetings as needed.
  15. Prepares council agenda items for assigned capital, private development, or other special projects.
  16. Attends Planning and Zoning, and Town Council meetings as required.
  17. Participates in/on a variety of meetings, committees, and/or task forces to provide expert-level technical engineering advice and information.
  18. Monitors and directs consulting engineers working on capital improvement projects.
  19. Negotiates and mediates differences with contractors and reviews change orders.
  20. Performs other duties as assigned or required.
