JOB SUMMARY

Under the supervision of the Building Official, is responsible for plan review and permitting; monitoring the plan review process; ensuring compliance with applicable codes, related ordinances and national standards; Town of Little Elm Municipal Code, which include, zoning violations, substandard structures, construction code requirements, mobile homes, mobile home and travel trailer parks; and enforcing other development regulations. EDUCATION/TRAINING/EXPERIENCE

Requires a High School Diploma or its equivalent and a minimum of two years of experience with high public contact, including experience in the enforcement of construction codes. Must obtain the ICC Residential Plans Examiner and Commercial Building Plans Examiner certifications within one year of employment.  Valid Texas Driver’s License required.

 

LICENSES OR CERTIFICATES

  1. Must be bondable.
  2. Valid Texas Driver’s License.
  3. International Code Council Residential Energy Inspector/Plans Examiner within 1 year of hire.
  4. International Code Council Commercial Building Plans Examiner within 1 year of hire.

 

LANGUAGE SKILLS

  1. Ability to read, write, and speak English fluently.
  2. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
  3. Bilingual is a plus

 

OTHER SKILLS & ABILITIES

  1. Knowledge of basic math skills, sufficient to calculate simple geometric areas, volumes, and ratios.
  2. Knowledge of and ability to use written reference material for Code, standards, and references.
  3. Knowledge of basic drafting skills.
  4. Knowledge of basic construction standards.
  5. Knowledge of basic governmental functions and limitations. 
  6. Ability to operate small office equipment, including copy machines or multi-line telephone systems.
  7. Ability to operate computers for data entry and word processing.
  8. Ability to operate highly technical computer applications, such as GIS or CAD.
  9. Ability to operate computers and other basic office equipment.

  1. Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form.
  2. Ability to put the needs of citizens first and dedicate their decision making and actions to the ideal that Town Employees exist to serve the public.

 

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to climb, stoop, kneel, crouch, or crawl.  The employee must occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.  Primarily field environment.

 

ESSENTIAL FUNCTIONS

  1. Provides excellence in customer service.
  2. Coordinates the requirements of other Departments, various in-house construction disciplines and clerical procedures to facilitate efficient and effective plan review services.
  3. Monitors the progress of permitted projects for coordination, quality control, and document review.
  4. Reviews construction documents to verify compliance with applicable Town Ordinances.
  5. Responds to inquiries and provides information to builders, engineers, contractors, architects and the general public concerning submittal requirements and code and permit regulations at the counter and over the phone, providing excellent customer service.
  6. Interprets codes and city ordinances for staff and general public, as needed.
  7. Provides information to the general public regarding the requirements and policies of the Town.
  8. Collaborates with the other inspectors, departments and agencies as required to ensure compliance with codes.
  9. Oversees Commercial and Residential Building Plans intake, Review and Permitting.
  10. Oversees Sign Review and Permitting.
  11. Assists with commercial roofing and permitting.
  12. Prepares for and attends meeting, when needed.
  13. Provides recommendations and/or options to the Building Official for code interpretations.
  14. Coordinates with inspection and plan review staff to ensure consistency in the application of code requirements and established turn-around times.
  15. Creates and maintains strong relationships with personnel, other city departments, citizens, contractors and elected officials.
  16. Performs other job-related duties as assigned.
