POSITION SUMMARY:
The Budget Analyst performs routine and complex budget or management analysis, fiscal research or related work and provides recommendations on the financial plans and budgets of a local government.
I. ESSENTIAL DUTIES AND RESPONSIBILITIES: Essential duties may include, but are not limited to, the following:
- Assist departments in the preparation of budgets and budget materials; review and make recommendations on department budget proposals; provide financial analysis of department work.
- Prepare explanations and summary materials on financial issues and trends.
- Provide information on alternatives and draw conclusions from financial data; summarize findings and communicate recommendations to management.
- Analyzes budgets, prepares and justifies budget requests, and recommends the allocation of funds according to spending priorities.
- Analyzes accounting records to determine financial resources required to implement programs and submits recommendations for budget allocations.
- Assists supervisors in the preparation of the annual budget and various budget tracking reports.
- Responds to inquiries regarding the annual budget, current spending and revenue levels, and related issues.
- Assists with the preparation of quarterly budget adjustments for presentation to the Town Council.
- Collects, maintains, and analyzes records of actual operating expenses to compare with the budget; develops projections and identify patterns based on performance-to-date and historical trends.
- Assist in the preparation of the Town and School's financial forecast through the preparation of economic/financial research and analysis.
- Plan and carry out budget procedures, including monitoring budget performance and fiscal forecasts; attend budget meetings, as needed.
- Communicate and work with departments on projections and patterns and make recommendations for corrective action, if necessary.
- Review financial policies and procedures; communicate recommendations to management.
- Complete special analytical assignments and modeling.

II. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:
Such experience must have demonstrated knowledge of:
- the principles, methods and techniques of budget analysis and management analysis
- the ability to gather and analyze operational, statistical, and financial data
- budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing while maintaining effective working relationships.
III. MINIMUM REQUIREMENTS:
1. Bachelor's degree in Business Administration, Accounting, or a related field.
2. 5 years experience in the analysis of budgets or accounting related position.
