SALARY: In accordance with established pay scale.
POSITION SUMMARY:
The Deputy Beach Manager is a seasonal position with the Town of Middletown responsible for assisting the Beach Manager in managing the daily operations of the Town’s beaches, including all maintenance, managerial and administrative responsibilities required for successful operations. The Deputy Beach Manager will assist with the planning and coordinating the annual beach opening and closing process, with recruiting, supervising, and evaluating all seasonal positions, such as beach crew, gate attendant, section managers, supervisors, and lifeguard staff to ensure safe and sanitary operations. The Deputy Beach Manager will assist with administrative functions for beach operations as needed. The Deputy Beach Manager acts as Beach Manager in their absence.
I THE DEPUTY BEACH MANAGER WILL ASSIST WITH THE FOLLOWING ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.
  • Development, implementation, and management of annual staffing and scheduling plan to ensure a safe and enjoyable beach environment.
  • Recruitment, selection, training, and supervision of all seasonal positions such as beach crew members, gate attendants, lifeguards, supervisors, and assistant managers.
  • Assists with all employee related complaints, including schedules, and payroll.
  • Management of daily beach parking operations to ensure and maintain established parking allocations for all seasonal passes and daily beach parking usage.
  • Assisting with required maintenance, repair and upkeep schedules of beach facilities, buildings, and equipment to ensure that all structures, areas, and equipment are in safe and useable condition. Coordinate the assistance required to complete tasks with the Department of Public Works.
  • Maintaining the inventory, storage, use and safeguarding of all supplies, equipment and facilities used in beach operations.
  • Prepare and submit purchase requisitions for all supply and equipment purchases in accordance with the Town of Middletown Purchasing Policy.
  • Act as liaison with Federal, State, and Local agencies to ensure that Town beach operations comply with all applicable law, ordinances, rules, and regulations.
  • Assist with maintaining the internal controls required for all beach cash operations.
  • Assist with preparing the bi-weekly payroll for all beach staff and submitting it to the Human Resource Department for processing.
  • Develop and recommend improvements to current beach operation policies and procedures, rules, and regulations as needed.
  • Act as liaison with the public for all issues related to the operation of the beaches including complaints.
  • Works in collaboration with the Harbormaster and police security functions to ensure a safe environment.
  • Maintain effective working relationships with staff, department heads, Town officials, Department of Public Works (DPW), Fire and Police Departments personnel.
  • Maintain all training records, incident reports and provide required records for beach inspections.
  • Work with vendors regarding matters such as plumbing, electric and portable bathrooms, among others.
  • In conjunction with the DPW ensures beach is raked and any hazardous or unsafe obstacles are removed from the beach, Surf Zone and other related areas.
  • Assist with beach cleanliness and trash pick-up as needed. All beach employees are required to help keep the beach facilities, parking lot, and beach areas clean and litter free.
  • Opening and closing of all beach facilities (bathrooms, office, trailers, First Aid & Lifeguard locker rooms) at closing and announces there are no lifeguards on duty at 6 PM through the loudspeaker.
  • Other related duties as assigned.
II NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES: The following generally describes the knowledge and ability required to enter the position and/or be learned within a short period of time to successfully perform the assigned duties:
  • Knowledge and skills preferred in the supervision of staff, lifeguarding, and coaching with an emphasis on managing the safety aspect of beach operations.
  • Must be able to work cooperatively with co-workers, vendors, town officials, and the public.
  • Must be able to communicate effectively both orally and in writing.
  • Must possess problem-solving skills.
  • Must possess the ability to maintain accurate and detailed records.
  • Must demonstrate a commitment to the highest quality of customer service.
  • Must possess computer skills, including the use of spreadsheet, word processing, and database management applications.
  • Familiarity with Town ordinances

III MINIMUM REQUIREMENTS:

  • Supervisor/management experience or other related field including business management, coaching, teaching, or any equivalent combination of education and experience that would demonstrate the qualifications necessary to perform the duties associated with the position.
  • Current certifications for First Aid and CPR, and a current Red Cross AED certification prior to the beginning of the season, preferred.
  • RI DEM Certification.
  • Must possess a valid Driver’s License.
  • Required to work evenings, weekends, and holidays as necessary.

V EQUIPMENT USED:

  • Personal computer and peripheral devices, calculator, copy machine, digital camera, telephone, two-way radio, 800 MHz radio, 4-wheel drive motor vehicle, time clock and fax machine.
