Performs responsible engineering and project management work in the reviewing of plans and the implementation of projects. An employee in this class also performs field inspections work of public infrastructure projects. Work is performed under the regular supervision of the development services supervisor.

- Prepares engineer’s estimates and performance bonds.
- Designs public utility, storm drain and traffic infrastructure projects; develops project plans and specifications; conducts plan review; prepares and maintains files and records.
- Performs site plan review ensuring that the site plan contains the basic principles and practices of civil engineering.
- Reviews construction drawings.
- Reviews infrastructure fees.
- Schedules and conducts preconstruction meetings.
- Performs plot plan review.
- Schedules and performs construction inspections in the field.
- Observes and conducts field tests of construction materials.
- Observes contractors and sub-contractors during the installation of infrastructure.
- Assists in creating and managing Town projects.
- Assists in complaint investigation.
- Performs as-built reviews.
- Attends meetings on Town related topics.
- Answers questions from public.
- Performs related tasks as required.
