Performs professional work on a wide range of transportation, development and land use planning issues for the Town.  Work is performed with a high level of independence and requires an extensive knowledge of local government planning and transportation issues. Work is distinguished from other planning positions by the level of complexity and the degree of independence with which the work is performed.  The position supervises the Planner II-Transportation.  Work is performed under the general supervision of the Planning Director.

  • Represents the Town on regional transportation organizations and steering groups, including various Capital Area Metropolitan Planning Organization (CAMPO) committees. 
  • Acts as liaison between the Town, NCDOT and other agency partners on state and local transportation planning issues in the Town and surrounding area.
  • Monitors and lobbies for the Town’s interest in the development of the State Transportation Improvement Plan.
  • Works with NCDOT on betterment agreements for NCDOT projects.
  • Oversees implementation of the Town’s Comprehensive Transportation Plan.
  • Takes a leadership role in the development and implementation of long-range plans; prepares plans, develops and implements elements of the comprehensive plan.
  • Performs and manages complex and sensitive professional planning projects, research and analysis including project management and supervision of complex Town planning and transportation projects.
  • Provides GIS support by developing digital mapping and analysis.
  • Manages the planning department’s GIS functions; provides GIS support to other planners and maintains databases.
  • Researches, investigates and prepares written reports on planning policies and issues.
  • Maintains town population estimates and demographic profile. 
  • Advises and presents to Town Council, the Planning and Zoning Board, citizens and other Town staff on transportation issues, concerns and projects.
  • Oversees work of the Planner II-Transportation including but not limited to evaluation and enhancements to the Smart Shuttle transit system and review of development projects for conformance with the Comprehensive Transportation Plan and applicable regional transportation plans.
  • Advises the Planning Director on transportation planning related matters. 
  • Assigns work to professional staff, coaches employees and ensures appropriate training is provided.
  • Monitors staff performance and conducts performance evaluations.
  • Administers, monitors and controls expenditures of subordinates.
  • Attends evening meetings, as needed.
  • Manages consultant contracts.
  • Monitors and ensures compliance with local, state and federal laws
  • Performs other tasks as assigned.

Extensive knowledge of transportation planning, thorough knowledge of the concepts, principles, techniques and legal aspects of land use planning; thorough knowledge of GIS software; thorough knowledge of town codes and plans; ability to analyze and systematically compile technical and statistical information; ability to make recommendations based on findings in studies, field observation and public contacts; ability to use computers and other technologies in the analysis and presentation of information; ability to prepare and deliver clear, concise and effective oral and written presentations to the general public, appointed boards and elected officials; ability to establish and maintain effective working relationships with local, regional, and state officials, the general public, employees, developers, and consultants; ability to work independently with minimal direction and supervision;  ability to plan and supervise the work of subordinates; ability to simultaneously manage multiple projects; ability to be a problem solver; ability to work effectively as part of a team.

Any combination of education and experience equivalent to a master’s degree in city and regional planning, transportation planning, civil engineering, landscape architecture, public administration, geography, or related field, and considerable experience in transportation planning or related field. Supervisory experience preferred.    

Salary : $77,720 - $124,355
