Job Summary: Under the direction of the Solid Waste Manager, the TIOLI Operations Attendant is responsible for the provision of semi-skilled manual work in the organization, maintenance and conduct of the Town’s Take It Or Leave It (TIOLI) facility and associated services. The Attendant operates the hook lift truck for the disposal of and segregation of surplus or undesirable items at the facility and within the surrounding parking area. The Attendant evaluates and handles proper storage of universal waste and latex/water-based paint during specified collection days and times.
Qualifications:
- High School diploma or equivalent, and up to one (1) year of experience in a related field; or an equivalent combination of education and experience;
- Class D Massachusetts Motor Vehicle Operators License.

STATEMENT OF DUTIES: The TIOLI Operations Attendant is responsible for the provision of semi skilled manual work in the organization, maintenance and conduct of the Town’s Take It Or Leave It (TIOLI) facility, operation of Hook Lift Truck for disposal of surplus or unwanted TIOLI items and trash, maintaining a neat appearance within the TIOLI facility and surrounding parking area, and segregating recyclable items, collecting and depositing them in the appropriate bin or roll-off at the Material Recycling Facility. Recyclable items include OCC, scrap metal, glass and plastic. The Operations Attendant is responsible for maximizing recycling and minimize disposal.
The Operations Attendant will evaluate, accept, handle, and ensure proper storage of Universal Waste and Latex/Water-based paint during specified collection days and times.
SUPERVISION REQUIRED: The employee works under the direct supervision of the Solid Waste Manager and/or Recycling & Solid Waste Coordinator. Clear, detailed and specific instructions govern the work or are explained with each assignment. The employee works as instructed and consults with the supervisor as needed on all matters not specifically covered in the guidelines or instructions. The supervisor maintains control by reviewing the work in progress or upon completion.
SUPERVISORY RESPONSIBILITY: The employee is responsible for completing the assigned duties efficiently and safely. Relieve attendants for breaks and instruct attendants to maximize recycling.
CONFIDENTIALITY: The employee does not have regular access to confidential information of the department, in accordance with the State Public Records law.
ACCOUNTABILITY: Consequences of errors, missed deadlines or poor judgment may include waste of materials, and damage to buildings, equipment, or personal injuries.
JUDGEMENT: Well defined or detailed rules, instructions and procedures cover all aspects of work. Judgment involves choosing the appropriate practices, procedures, regulations or guidelines to apply in each case.
COMPLEXITY: The work consists of routine or repetitive tasks and/or operations with few variations in well-known or established procedures.
WORK ENVIRONMENT: Working conditions involve frequent exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, dust, smoke, loud noises, traffic, extreme heat or cold temperatures, oil, dirt or grease. Work may involve general cleaning of the facility and grounds.
NATURE AND PURPOSE OF PUBLIC CONTACT: Relationships are primarily with the general public. Ordinary courtesy, professionalism, and tact are required.
OCCUPATIONAL RISK: Essential functions regularly present potential risk of personal injury to the employee from improper exposure to working conditions that could result in loss of time from work. Examples of injury include severe muscular strains from working with heavy materials. Special safety precautions, training, or protective clothing such as gowns, coats, gloves, glasses, hard hats or safety boots is required at all times.The TIOLI Operation Attendant (OA) is responsible for performing the following job functions:
- Drive and operate the hook-lift truck for the management of waste items from the TIOLI facility.
- The OA is responsible for waste ban compliance and maximizing the amount of recycling at TIOLI. The OA ensures that recycling items generated from drop-off items at TIOLI are placed in an appropriate storage receptacle. The recycling items can include, but are not limited to; metal items, OCC or cardboard, textiles, books, electronics and other waste ban items. The OA collects and sorts, waste ban items according to type and deposits them in the appropriate collection area at the MRF or within the Solid Waste Facility.
- The OA observes what is deposited in the hook-lift container at TIOLI and ensures that waste items are not included to ensure compliance with waste ban recycling initiatives.
- Collection of Universal Waste, Latex/Water Based Paint & Textiles
- The OA will be trained to evaluate, accept or deny, and manage handling and storage of Universal Waste and Latex/Water Based Paint in accordance with established drop off dates and times. The OA will be trained regarding the proper evaluation, acceptance, handling, and storage of Universal Waste, paint, and textile items and materials. The OA shall be responsible for safe collection and storage of the items in their assigned areas and ensure compliance The OA will also be responsible for instructing residents regarding acceptability of items received.
- The OA will assist TIOLI attendants with the stacking of bagged clothing and textiles in the textile trailer to consolidate materials and maximize efficiency.
- The OA will be responsible for the general maintenance of the parking lot and yard within the vicinity of the TIOLI facility, including collection of windblown litter and trash.
- Perform similar or related work as required, assigned, or as the situation dictates.
- Assist other TIOLI Attendants and cover their duties during scheduled breaks.
SPECIAL REQUIREMENTS: Class D Massachusetts Motor Vehicle Operator’s license is essential.
ADITIONAL REQUIREMENTS: Strong mechanical operating aptitude, ability to operate a motor vehicle in a busy environment, skilled at backing up a vehicle in tight situations
KNOWLEDGE, ABILITIES AND SKILLS:
Knowledge: Working knowledge of Department operations and landfill sorting requirements.
Abilities: Ability to adhere to safety precautions and to follow written and oral instructions and perform duties in a safe and timely manner. Ability to follow directions and to perform work under extreme weather conditions for long periods of time. Ability to interact effectively with co-workers. Ability to recognize unsafe working conditions to ensure that appropriate safety precautions are taken to ensure employee safety. Ability to carry out duties in busy, public congested areas.
PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physica Demands: Work requires moderate intermittent physical strength and effort daily, such as, lifting heavy objects, carrying the object(s) and stacking them or placing them in a vehicle or storage area. The ability to lift or carry objects weighing thirty (30) pounds or less may be required. In addition, pulling, pushing, standing or walking for the full work day may also be involved. A great deal of physical effort must be exerted at this level.
Motor Skills: Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination in order to use hand tools.
Visual Demands: Visual demands require the employee to read and interpret written instructions for general understanding. The employee is not regularly required to determine color differences.
