What are the responsibilities and job description for the Finance Clerk position at Town of North Smithfield?
PURPOSE OF THE POSITION:
Duties to include payroll processing which included entering, balancing, posting & distributions of checks. Reconcile all expenditure accounts for payroll budgets. Bid process – RFP’s, ads, receive seal bids, bid openings and sending award letters. Assist with tracking of COBRA payments along with any other funds due to Town regarding employees. Assist with reconciling bank statements. Download & post all tax payments and enter AR into accounting software. Provide all accruals for year-end audit along with any backup needed for audit. Assist Finance Director in budget process. Distribution of monthly reports to department heads. Back up for A/P clerk. Training for Purchase Order entry & invoice entry into accounting software. Assist various departments as needed for backup. Prepares and analyzes spreadsheets for wages, longevity, retirement and other programs. To provide analysis for various salary and benefit programs. To provide necessary bookkeeping functions. Energy accounting & analysis; receive & enter electricity & fuel into database to allocate data to appropriate town building energy accounts, prepare analytical reports & distribute to Town & School Department staff. Demonstrate the ability to multi-task, improve operations, decrease turnaround times, streamline work processes, work cooperatively and jointly to provide excellent internal and external customer service.
MINIMUM QUALIFICATIONS: Minimum of 3 years experience in payroll administration. Proficiency in Excel, oral and written communication skills.
SPECIAL REQUIREMENTS:
- Knowledge of pay and benefit regulations
- Knowledge of accounting software and Microsoft Suite applications.
- Ability to perform bookkeeping functions
- Experience with outsourced payroll systems
- To identify problems and take corrective actions.
- Ability to communicate effectively, orally and in writing
ESSENTIAL FUNCTIONS:
- Conducts payroll processing function
- Assist with annual benefit enrollment program
- Prepares and analyzes spreadsheets for wages, longevity, retirement and other programs
- Assist with the processing of employee benefits
- Assist with Human Resource duties
- Assist with staffing & recruiting all employees
- Assist with handles the complete process of hiring new employees
- Maintains vacation, sick and compensatory time logs
- Assist with reference and background checks on applicants
- Assist with offer letters, welcome packages and new hire organization announcements to complete the hiring process
- Input of new hire documentation
- Purchasing and bid requirements when required
- Assists the Finance Department by performing data gathering, review and research on special projects as needed.

Pay: $26.28 per hour
