General Statement of Duties
Performs code and ordinance enforcement work, issues citations and warnings in accordance with Town procedures, and provides public information/interaction on the Town’s beach strand.
Distinguishing Features of the Class
An employee in this class is responsible for enforcing a variety of local ordinances such as dunes enforcement, littering and leash law violations along the Town’s beach strand and issuing citations and warnings as warranted. The employee is subject to the hazards associated with working in an outside coastal environment and in extreme weather conditions. Work is performed under the general supervision of the Fire Department Assistant Chief of Special Operations, and is evaluated through observation, conferences and reports concerning the quality and effectiveness of incident response, public contact, and code enforcement operations.
Duties and Responsibilities
Essential Duties and Tasks
- Patrols the beach strand and provides education as well as enforces a variety of local ordinances on the beach; advises citizens of concerns related to animals, litter, and dunes encroachment; issues citations or warnings in accordance with town and departmental procedures; maintains appropriate paperwork on citations.
- Provides information on Town services; answers a broad range of questions from the public; as necessary, responds to public questions and concerns or refers complaints and requests to supervisor or other departments.
- Performs related duties as required.

Knowledge, Skills, and Abilities
- Considerable knowledge of the ocean/beach and its environment.
- Considerable knowledge of the rules and regulations of the Town and department.
- Ability to interact with the general public appropriately.
- Ability to properly operate all motorized equipment effectively.
- Ability to maintain effective working relationships with employees and members of the public.
Desirable Education and Experience
Graduation from high school or possession of a GED, preferably with a background in Law Enforcement; or an equivalent combination of experience and education.
Special Requirements
Possession of a North Carolina driver’s license. Preference given to applicants with a background in law enforcement (this is a non-sworn position).
