Job Summary

The position requires extensive technical knowledge of all aspects of water, sewer, and stormwater utility operations and construction. Areas of expertise include operation, maintenance, performance, and efficiency of the water and wastewater plants, collection and distribution systems and stormwater management. Extensive knowledge of environmental regulations and reporting is required. Manages the NPDES program for all storm water regulation within Town limits. Coordinates required meetings and inspections required for compliance including working closely with consulting NPDES engineer. The incumbent reports to the Public Works Director and manages the utilities and stormwater staff through the division leads. The position regularly interacts with Town administrators, Council members, contractors, and industry and community professionals.

Essential Duties and Responsibilities

  • Directs the operation, maintenance and repairs of the Town water processing facilities including collection and distribution systems.
  • Directs the maintenance and repairs of all storm water systems.
  • Supervises the staff assigned to the water, sewer, and stormwater divisions in Public Works.
  • Recommends capital improvement initiatives and operating budget funds to the Director of Public Works.
  • Assumes responsibility for assigned activities related to the management of specific construction projects including planning, budgeting, programming, design, permitting, bid, construction, inspection and related functions. Management of professional contracts to ensure completion of projects within budgetary, regulatory, and time constraints.
  • Participates in the development and administration of Town CIP program budget; provides staff assistance to the Public Works Director and Utilities Superintendent; conducts a variety of studies and investigations; develops and recommends modifications to utility facilities construction programs.
  • Directs, coordinates, and reviews the work plan for construction services and activities; assigns work activities and projects including organizing and scheduling the work of professional and paraprofessional engineering contractors; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Reviews the design of assigned construction projects with appropriate Director and Superintendent; directs the preparation and / or review of plans, specifications, estimates, and contracts for assigned projects.
  • Oversees laboratory testing and maintenance of sludge beds at the facility and sewage lift stations throughout the Town.
  • Trains subordinates in the phases of water / wastewater operations, maintenance, and job safety.
  • Initiates personnel action, enforces disciplinary actions, and safety regulations.
  • Solves problems of a highly technical nature on complex water and wastewater plants, distribution and collection systems.
  • Manages the requirements of the NPDES storm water program for the Town.
  • Reports to the Public Works Director for evaluation of work, effective use of personnel, materials equipment and methods to meet quality standards.
  • Develops administrative and program standards for the plants activities in accordance with the Environmental Protection Agency, Florida Department of Environmental Protection, St. Johns River Water Management District, and other federal, state and local department standards and regulations.
  • Completes or oversees completion of regular, ongoing reports on water and wastewater operations.
  • Makes recommendations to the Director for improvements to the plants.
  • Evaluates subordinate performance and coordinates training programs for new and current employees.
  • Prepares internal office and employee related forms and paperwork.
  • Determines needs for the requisitioning of tools, materials, and equipment for employee and operational use.
  • Oversees operations at various work sites to ensure efficiency, quality, and safety of work.

Education and Experience Requirements

  • High school diploma, GED, or equivalent
  • College level coursework in mathematics, chemistry or biology is required with coursework in civil / sanitation engineering preferred.
  • Five years of progressively responsible experience in supervision / management of water / wastewater treatment facilities.
  • Three years of experience in utilities related CIP administration including contract compliance, project planning, and execution.
  • Journeyman and supervisory experience in a related skilled trade helpful
  • Valid Florida Drivers License required / CDL B preferred
  • Possession of a Project Management Professional (PMP) Certificate is preferred
  • State of Florida wastewater operator license preferred.
  • State of Florida Water operator license preferred.
  • A combination of education and experience may be substituted for the required licenses; however, licenses must be obtained within 6 months of hire.
  • Knowledge, Skills, & Abilities :

  • Effective communication skills, both oral and written.
  • Ability to read blueprints and specifications related to water / wastewater operations, maintenance and repairs.
  • Ability to read mechanical, electrical, and structural sketches with measurements and communicate mechanical and structural symbols and characteristics to trade workers for proper installations, alterations and repairs.
  • In-depth knowledge of Storm Water regulations and NPDES requirements.
  • Knowledge of modern principles and practices of water / wastewater plant operations and maintenance.
  • Knowledge of federal, state, and local rules, regulations and ordinances as applied to water / wastewater treatment, collection and distribution.
  • Ability to obtain Storm Water Certification levels 1 & 2
  • Understanding of employee management practices.
  • Ability to plan and accomplish a wide range of work under a variety of conditions and circumstances.
  • Ability to exercise personal initiative and sound judgment at all times.
