POSITION DESCRIPTION

Job Title : Forman of Public Works

Department / Division :   Public Works

Reports to :    Public Works Superintendent

Supervises : Public Works Personnel

FLSA Classification :   Non-Exempt

Pay Grade :  G

Minimum Education : High school diploma or equivalent.

Minimum Experience : Three (3) years of related job experience. A combination of education and experience may be considered.

Minimum Certifications : N / A

Other Requirements : Valid driver’s license. Ability to obtain DOT card.

JOB SUMMARY :

This position assists the Superintendent of Public Works to oversee and direct various aspects of the activities and personnel of the public Works Department facilities, projects and services. Provides supervision and training for crews; also responsible for advanced repairs and maintenance of public works infrastructure.

ESSENTIAL FUNCTIONS :

The following duties are essential for this position.  However, they are not to be construed as exclusive or all–inclusive.  To be successful in this position, an individual must be able to perform each duty satisfactorily.  Other duties may also be required or assigned.

  • Assists the Superintendent in overseeing and directing various aspects of the activities and personnel of the Public Works Department facilities, projects, and services.
  • Provides leadership and management to all assigned staff. Supervises the work of and monitors and evaluates on-going performance of staff members; assesses and makes recommendations of training needs.
  • Directs the work of assigned crews. Provides training and instructions and ongoing training needs. Assigns and reassigns tasks, reviews work and provides performance evaluation feedback.
  • Provides direction of work performed, if needed, to meet project standards and to adhere to Town policies and procedures.
  • Determines repairs needed to storm drains, water / wastewater utilities, roadways, sidewalks, buildings and other assets as assigned and assigns them to the Public Works crew to be addressed.
  • Provides support to assigned crew and acts as a resource for alternatives and suggestions. Makes critical decisions affecting the outcome of the assigned work and project completion.
  • Supervises repairs and maintenance of water and sewer lines.
  • Guides staff to properly locate utilities.
  • Serves as a liaison with contractors and engineers on various projects in absence of Superintendent.
  • Responds to citizen complaints as appropriate; serves as a liaison to citizens.
  • Assists with sewer and water system repairs, maintenance and installations.
  • Operates heavy equipment, including backhoe, dump truck, and mower.
  • Mows grass, removes snow, and salts roads, sidewalks and other Town walkways.
  • Oversees preventive maintenance procedures for Town owned buildings, equipment; vehicles, infrastructure, and other assets.
  • Ensures all activities are carried out in a safe manner; adheres to all safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES :

  • Knowledge of operation and maintenance of assigned equipment and machinery.
  • Knowledge of construction industry safety rules and ability to utilize all Personal Protective Equipment necessary.
  • Knowledge of traffic safety principles.
  • Knowledge of safe operations of heavy-duty trucks and equipment.
  • Knowledge of basic mechanical and electrical equipment maintenance procedures.
  • Knowledge of administrative policies and procedures of the Town.
  • Knowledge of computer software consistent for this position.
  • Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to instruct and train in methods and procedures.
  • Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to communicate clearly, concisely and effectively in English in both written and verbal form.
  • Ability to maintain effective working relationships with individuals within and outside the organization.
  • Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
  • Ability to work the allocated hours of the position and respond after hours as needed.

  • This work requires the occasional exertion of up to 75 pounds of force; work regularly requires sitting, frequently requires using hands to finger, handle or feel and repetitive motions and requires walking on uneven terrain, stooping, kneeling, crouching, crawling, climbing stairs and ladders, and reaching with hands and arms.
  • May be required to use protective clothing or gear such as masks, gowns, coats, goggles, boots and gloves.
  • Work performed may require walking or standing to a significant degree on rough terrain or may involve sitting for long periods with pushing and pulling of arm and / or leg controls.
  • Work may be performed above or below ground, to include confined spaces.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • May be subject to hazardous chemicals / pesticides.
  • Duties are performed daily both indoors and outdoors under all weather conditions and include exposure to inclement weather, noise, heavy traffic conditions, exhaust fumes, and pesticide.
