What are the responsibilities and job description for the Director of Department of Public Works position at Town of Plainfield?
The Director of the Department of Public Works (DPW) is responsible for the overall administration and management for all divisions of the Department of Public Works (DPW). The role also advises the Town Manager and Storm water Board/Town Council on related public needs.
Duties include, but are not limited to:
- Manages all divisions of the Department of Public Works (DPW) to include stormwater, streets and construction, conservation areas and other public lands.
- Plans and manages the safe and timely snow removal process though both internal and contractual services.
- Prepares and presents of an annual budget for DPW; directs the implementation of the overall department budget; plans for and reviews specifications for capital and project budgets.
- Develops maintenance plans with schedules for the Town’s infrastructure, focusing on streets, lighting, signage, lawn and facility maintenance, right-of-way maintenance, and other related infrastructure items.
- Ensure employees and facilities comply with established safety procedures and remain up to date on current federal, state, and local requirements.
- Enforces rules, government regulations, policies, and procedures in alignment with the Town of Plainfield and the Town Manager’s expectations.
- Facilitates quarterly Stormwater Board Meetings, reporting on the status and progress of various operations, programs, projects, and initiatives.
- Attends plan review meetings and conducts walkthroughs of construction projects to ensure they meet or exceed the Town’s standards.
- Attends pre-construction meetings; upon approval, meets with all stakeholders, contractors, and inspectors involved in the project to ensure proper usage of materials and sequencing of projects.
- Directs the development and implementation of the department’s long- and short-range plans in coordination with the Town of Plainfield Vision.
- Develops a departmental training, development and succession plan, to include leadership development opportunities to all division managers and supervisors, and front-line staff.
- Collaborates with other department heads, to allocate equipment for efficient operations of the town.
- Perform administrative duties, including attending meetings, reviewing statistics and reports, completing various reports, approving departmental payroll, approving invoices, and answering inquiries as needed.
- Maintains effective communication with the Assistant Town Manager, Community Services Group, as well as the Town Manager.
Supervisory Responsibilities: Supervises management-level employees in the Department of Public Works. Employee carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; scheduling and approving time worked; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:Bachelor’s degree in construction maintenance, operations management, Business or equivalent preferred; and five years related experience and/or training; or equivalent combination of education and experience. Previous experience in a storm water operation, public works- street or construction departments, or road or related maintenance roles is required. Previous supervisory experience is required.

- The ability to operate a computer, printer, copy machine, scanner, fax machine, and other office equipment is required.

While the offices of the Department of Public Works are usually open from 8 a.m. to 4 p.m., this position may require work beyond these hours and on the weekends. It also requires the ability to drive Department of Public Works vehicles. Thus, a valid driver’s license is required.
